About this opportunity
The City of Orlando is soliciting proposals for synthetic turf field replacement services at Camping World Stadium under RFP26-0497, with proposals due August 10, 2026 at 2:00 p.m. and a mandatory pre-proposal conference and site visit on July 15, 2026 at 9:30 a.m. at the Varsity Club.
The scope requires removal and disposal of the existing synthetic turf system, base assessment and preparation, installation of resilient underlayment and turf with infill, coordination with other stadium contractors, and post-construction training and emergency response support. The new surface must meet National Football League and National Football League Players Association Joint Surface Safety and Performance Committee standards for the Jacksonville Jaguars' 2027–2028 season residency and deliver an eight-year total lifespan. The system must also comply with environmental and health safety objectives, including advanced waste management and strict compliance with per- and polyfluoroalkyl substances (PFAS) and heavy metal material testing. Installation and substantial completion must occur between January and August 1, 2027. Performance testing results from April 2026 are provided as Exhibit 2 documenting field drainage characteristics.
The contract term is one year from approval and execution, with potential extensions for up to two additional twelve-month periods for a cumulative total of twenty-four months. The contractor must provide a two-year warranty on workmanship and installation and an eight-year warranty on the synthetic turf system. Insurance requirements include workers' compensation, comprehensive automobile liability, contractor's pollution liability (minimum $1,000,000 per occurrence / $2,000,000 annual aggregate), and commercial general liability coverage.
Evaluation criteria weight experience and management qualifications at 40%, operating plan and project approach at 30%, price proposal at 18%, small and local business enterprise participation at 10%, and veteran business enterprise participation at 2%. Proposers must submit 10% bid security, evidence of Florida business licensing, performance and payment bonds at 100%, fixed-fee pricing by phase plus hourly rates for additional work, E-Verify compliance, and human trafficking affidavits. The living wage policy applies at a minimum of $15.00 per hour. Contracts exceeding $100,000 require City Council approval.
Opportunity text
The City of Orlando (City) is soliciting proposals from interested and qualified Proposers to provide Playing Field Replacement Services at Camping World Stadium.
The primary objective is to provide a cost-effective synthetic turf surface that achieves strict compliance with the newly established criteria adopted by the National Football League (NFL) - National Football League Player's Association (NFLPA) Joint Surface Safety and Performance Committee throughout the Jacksonville Jaguars' one-season residency in Orlando.
An additional, though no less important, objective is to ensure that the provided system delivers an 8-year total lifespan that meets the City's long-term needs for comfort, cooling, and multievent performance after the Jaguars depart. This may include compliance for other periodic NFL events including regular season games and the NFL Pro Bowl.
The City is also committed to environmental health and safety objectives. The project should minimize the negative impacts of synthetic turf disposal and the release of microplastics by requiring advanced waste management and strict compliance with per- and polyfluoroalkyl substances (PFAS) and Heavy Metal material testing.
