The system must be 100% operational by July 2027 to support the Jacksonville Jaguars' 2027 season. The scope is turnkey design and installation of a core network with redundant uplinks, minimum 1 Gbps per port using Category 6A cabling, Class 6 Power over Ethernet capabilities, preferred Cisco Catalyst switchgear, and a Wi-Fi 7 network supporting a minimum 10 Mbps per connected device with a maximum 100 connected devices per access point ratio. The 66,000-seat stadium is scheduled for concurrent events from December 2026 through August 2027 across multiple hall configurations. Proposers must demonstrate completion of at least three comparable CNS design-and-install projects within five years, with at least one in a high-density public assembly facility of 25,000 or more capacity. The contractor must be licensed, bonded, and insured; comply with E-Verify requirements; and provide a minimum two-year warranty, 90-day post-implementation stabilization, and support for four large-scale stadium events at no additional cost.

The contract is structured as a one-time purchase with milestone payments: 10% for design and engineering, 30% for equipment procurement and delivery, 20% for 50% hardware installation, 15% for 100% hardware installation, 15% for testing and commissioning, 5% for documentation and training, and 5% for final acceptance. Liquidated damages are $100,000 plus $10,000 per day for delays beyond the completion deadline and $15,000 for material breaches. Insurance includes Workers' Compensation, Comprehensive Automobile Liability ($1,000,000), Commercial General Liability ($1,000,000), Contractors Pollution Liability ($1,000,000 per occurrence/$2,000,000 aggregate), and Cyber Liability Coverage ($5,000,000 to $10,000,000). Evaluation criteria weighting: Network Design (30 points), Proposer and Staff Experience (20 points), SBE/VBE Participation (12 points), Price Proposal (18 points), Project Approach (10 points), and Equipment and Warranties (10 points). Contracts exceeding $100,000 require City Council approval.
