About this opportunity

The City of Fort Myers is requesting submittals from qualified respondents to design and construct water and sewer improvements in the Campbell Acres neighborhood, with proposals due August 25, 2026. The project encompasses replacement of approximately 9,000 linear feet of existing 4-inch and 6-inch water mains with new 8-inch PVC C900 pipe via open cut and pipe bursting methods; installation of new valves and fire hydrants; rehabilitation of City Lift Station #36 with new mechanical and electrical equipment; cured-in-place pipe (CIPP) lining of approximately 6,400 linear feet of 8-inch vitrified clay pipe gravity sewers; rehabilitation of three manholes; roadway milling and resurfacing; and site restoration including landscaping, sidewalk and driveway replacement, and curb and gutter work. Water service connections, sewer lateral repairs and lining, and cleanout installations are also required.

Respondents must obtain and maintain performance and payment bonds equal to 100 percent of contract price, comprehensive general liability insurance with minimum $1 million per-occurrence limits, workers' compensation, commercial automobile liability, and professional liability insurance. All work must comply with City of Fort Myers specifications and applicable Florida building codes and regulations. The contractor must submit an executed contract and required bonds within 15 calendar days of award; a pre-construction conference will occur after Notice to Proceed issuance but before work commences. Critical Path Method scheduling using Oracle Primavera P6 or Microsoft Project is required, with initial network diagrams due within 15 calendar days of Notice to Proceed and monthly progress reports thereafter. As-built drawings certified by a Florida licensed surveyor must be submitted before final payment, with 2 percent of contract amount withheld until acceptable certified plans are received. The contractor assumes sole responsibility for locating and avoiding utilities, with full liability for any damage caused. Compensation is based on a detailed fee schedule with unit price and lump sum structures for various work categories; partial payments for pipeline installation are at 75 percent of unit price, with 100 percent upon completion of testing.
