About this file
This is a permitting submittal technical specifications document for the City of Fort Myers, Florida Public Utilities Department for the Campbell Acres Neighborhood Water and Sewer System Improvements project (Project No. 41200-001). The project encompasses comprehensive water distribution and sanitary sewer system rehabilitation within the Campbell Acres neighborhood, including replacement of approximately 9,000 linear feet of existing 4-inch and 6-inch water mains with new 8-inch PVC C900 pipe via open cut and pipe bursting methods, installation of new valves and fire hydrants to current spacing standards, rehabilitation of City Lift Station #36 with new mechanical and electrical equipment, cured-in-place pipe (CIPP) lining of approximately 6,400 linear feet of 8-inch vitrified clay pipe gravity sewers, rehabilitation of three manholes, milling and resurfacing of roadways, and replacement of speed tables. The work also includes water service connections, sewer lateral repairs and lining, cleanout installations, and comprehensive site restoration including landscaping, sidewalk and driveway replacement, and curb and gutter work. The specifications are organized into 16 divisions covering general requirements, sitework, concrete, metals, finishes, mechanical, and electrical work, with detailed measurement and payment provisions outlined for each bid item.
The measurement and payment section establishes unit price and lump sum compensation structures for various work categories, with partial payments for pipeline installation at 75 percent of unit price and 100 percent upon completion of testing. Payment items are grouped into categories including general conditions, water distribution system work, sanitary sewer collection system work, lift station rehabilitation, roadway and restoration work, and allowances for permits, unforeseen conditions, additional testing, and utility upgrades. The contractor is responsible for all incidental work including excavation, dewatering, backfill, compaction, pavement restoration, utility coordination, potholing verification, and water quality testing, with no separate compensation for items not specifically listed in the bid schedule. Key requirements include submission of a detailed schedule of values correlating to the construction progress schedule, hurricane preparedness plan within 14 days of notice to proceed, maintenance of traffic in compliance with Florida Department of Transportation specifications, and completion of work within the established contract timeframe with provision for maintaining homeowner access during construction phases.
