About this opportunity
The Oregon Military Department is soliciting sealed bids for foundation stabilization and rehabilitation of Building 7029 (Hilltop Cottage) at Camp Rilea Armed Forces Training Center in Warrenton, Clatsop County, Oregon. The project scope includes temporary structural support and lifting, removal of the existing pier-and-post foundation system, subsurface verification, design and installation of a permanent helical pile-supported foundation system with pile caps and grade beams, load transfer operations, and construction of new stairs or access transitions to address grade differentials. Deliverables include Professional Engineer-stamped calculations for the permanent foundation design, furnishing and installation of all helical piles and associated components, and completion of all work within the specified timeline. Qualified bidders must be registered with the Oregon Construction Contractors Board, maintain a valid Unique Entity Identifier (UEI) number, and comply with Oregon Bureau of Labor and Industries (BOLI) prevailing wage rates for Clatsop County Region 1. A mandatory pre-bid conference is scheduled for April 21, 2026, at 10:30 a.m. Pacific Time at Camp Rilea, with attendance required for bid eligibility and late arrivals subject to exclusion. Sealed bids are due on May 6, 2026, at 2:00 p.m. Pacific Time. The project timeline requires substantial completion within 120 calendar days of the Notice to Proceed and final completion within 150 calendar days, with liquidated damages of $250.00 per calendar day assessed for failure to meet the substantial completion deadline.
There are no disadvantaged enterprise set-asides identified for this procurement. Bidders must provide bid security equal to ten percent of the total bid amount in the form of a surety bond, irrevocable letter of credit, or certified check, and the successful contractor must furnish performance and payment bonds each equal to 100 percent of the awarded contract price. All prospective bidders are subject to excluded parties list (EPLS) clearance verification due to anticipated federal funding. The contract is estimated between $150,000 and $225,000 for bonding purposes and includes an Owner's contingency allowance of $14,000 incorporated into the total bid price for comparison but available only upon written authorization through change orders. Bidders must provide unit pricing for helical foundation piles, applicable only to authorized adjustments to pile quantities required to achieve design load capacity. The work is subject to the Build America, Buy America Act and various federal nondiscrimination and environmental compliance requirements outlined in the National Guard Bureau Cooperative Agreement General Terms and Conditions.
