About this opportunity
Colorado Department of Public Health and Environment's Hazardous Materials and Waste Management Division is soliciting proposals under Modification 2 of RFP 2027000068 for groundwater monitoring technical support at the California Gulch Superfund Site near Leadville, Lake County, Colorado, with proposals due November 25, 2026 at 2:00 PM Mountain Time. No set-aside is designated. Offerors must demonstrate at least five years of groundwater monitoring experience in a mining environment, with California Gulch experience preferred, and Addendum 1 confirmed five years as the mandatory minimum.
Scope covers maintaining the existing groundwater monitoring network, monitoring mine pool and groundwater conditions, maintaining the early alert system at two locations, and maintaining stream gauge stations, the GAW pump system, and the California Gulch website. The contractor must also maintain a Geostationary Operational Environmental Satellites agreement and submit quarterly Groundwater Level Monitoring Reports within one month after each quarter. The Environmental Protection Agency is the lead agency, with CDPHE as cooperating agency and Colorado Mountain College's Natural Resource Management Program providing field and logistical support. Offerors must demonstrate year-round site access and management of at least three similar projects within the past five years. Before award, the awardee must register in Colorado Vendor Self Service, and before contract execution, provide proof of good standing with the Colorado Secretary of State and an insurance certificate.
The annual budget is approximately $75,000, with a five-year total not expected to exceed $375,000 unless additional funding becomes available. Addendum 1 confirmed that this budget includes GAW pump and CG6 stream gauge maintenance. The contract is fixed-price, priced on actual costs, and firm through the initial term. The initial term runs February 1, 2027 through January 31, 2028, with the state holding discretionary rights to renew for up to four additional one-year periods, not to exceed five years total. The state may modify the budget based on funding availability and proposer performance, and may cancel the solicitation or reject any or all proposals.
Evaluation considers the organizational summary, experience and qualifications, supporting documentation, cost reasonableness, and references. Award goes to the responsible offeror deemed most advantageous to the state considering price and evaluation factors. Proposals must be submitted through BidNet Direct with a signed Confirmation of Offer Form. Evaluation is scheduled for the week of November 30, 2026, with an estimated contract effective date of February 1, 2027. Written inquiries closed October 29, 2026.
