About this file

This is an Addendum 1 Questions and Responses document issued by the Colorado Department of Public Health and Environment (CDPHE) for Solicitation #RFP 2027000068, titled CalGulch Groundwater Monitoring Vendor. The addendum addresses seven vendor questions regarding minimum qualifications, experience requirements, budget scope, and technical specifications. Key clarifications include confirmation that the minimum experience requirement is five (5) years, with California Gulch experience preferred but five years of mining environment or superfund site experience accepted as an alternative. The CDPHE confirmed that the maximum annual budget of $75,000 is correct and intended to encompass the expanded scope of work, which includes GAW pump system and CG6 stream gauge station maintenance. The referenced exhibits in qualification sections were clarified, with Exhibit C confirmed as the correct reference rather than Exhibit B.

Additional technical clarifications address the GAW pump system operations, specifying that the hibernation period typically occurs from November through March or April, with active pumping occurring on a condition-specific basis rather than on a regular schedule. Annual operational assumptions for the GAW Shaft Operations and Maintenance include building and pump maintenance, SCADA/data connectivity monitoring, and pump monitoring. The responses resolve inconsistencies regarding the three (3) versus five (5) years experience discrepancy between different sections of the RFP, confirming the mandatory minimum qualification as five (5) years of experience.

SOLICITATION QUESTIONS AND ANSWERS

Solicitation #: RFP 2027000068 Solicitation Name: CalGulch Groundwater Monitoring

Vendor Question #1: Section V, Part C, Items 2, 3, and 4 include text stating the respondent must have a “minimum of three (5) years experience…” Please confirm if the minimum experience required is 3 or 5 years.

CDPHE Answer #1: It is 5 years. Please see Modification 2 RFP document.

Vendor Question #2: Section V, Part C, Item 2 states the respondent must have up to 5 years of experience with groundwater monitoring at California Gulch. Please confirm whether respondents with a minimum of 5 years of experience with groundwater monitoring in a mining environment or at a superfund site will be considered if the respondent does not have 5 years of experience with groundwater monitoring at California Gulch, specifically.

CDPHE Answer #2: California Gulch experience is preferred, 5 years mining environment experience will be accepted.

Vendor Question #3: Regarding Section IV.A: The maximum annual budget identified in the RFP appears unchanged from the previous procurement. However, the current scope includes additional services, including GAW pump system and CG6 stream gauge station maintenance. Please confirm that the stated maximum annual budget is correct and intended to encompass the expanded scope of work.

CDPHE Answer #3: The activities that were added to the first modification were omissions and part of the $75,000 budget. This budget is an estimate and subject to final contract negotiation.

Vendor Question #4: Regarding Section IV.C.5 and Exhibit C Standards item 7: Please confirm the annual operational assumptions for the Gaw Shaft O&M, including the anticipated duration of hibernation mode and active pumping operations each year.

CDPHE Answer #4: Annual operating assumptions include building and pump maintenance, scada/data connectivity monitoring, and pump monitoring. The hibernation period coincides with winter weather typically from November to March/April. Active pumping is condition specific and does not occur on a regular basis.

Vendor Question #5: Regarding Section V.C.2 through V.C.4:(Minimum Qualifications, items 2, 3, and

4) states that the Offeror must have "a minimum of three (5) years of experience" [1], whereas Section VI.A.5.b.ii requires evidence of "three (3) years of experience" [2]. Could the State clarify whether the mandatory minimum qualification is three (3) years or five (5) years of experience?

CDPHE Answer #5: Please refer to question #1, above.

Vendor Question #6: Regarding Section V.C.4.e and VI.A.5.b.iv.e: Please confirm whether "remote pump system" refers to the Gaw pump system or to a different pump system.

CDPHE Answer #6: It refers to the GAW pump system.

Vendor Question #7: Regarding Section V.C.1: Please confirm whether the SOW reference should read Exhibit C rather than Exhibit B.

CDPHE Answer #7: Yes, it should be Exhibit C.
