About this file
This file contains electronic submission instructions for the Rocky Mountain E-Purchasing System (BidNet), which is utilized by the Colorado Department of Public Health and Environment (CDPHE) and multiple other governmental entities to post bids, quotes, proposals, addendums, and awards. The document provides comprehensive guidance for vendors on how to register and submit proposals through the BidNet platform at www.bidnetdirect.com/cdphe. Vendor registration is free, though vendors may elect to receive automatic email notifications of solicitations matching their vendor profile for an annual fee. The instructions emphasize that vendors who do not upgrade to email notification services must monitor the website regularly to stay informed of business opportunities and any changes or addendums to posted solicitations. Vendors are instructed to use the "Place a Bid" button when logged into the system and to ensure they receive a confirmation page verifying successful submission. Technical support is available through BidNet Direct's Vendor Support Department at 800-835-4603, Option 2.
The document stresses several critical submission requirements and timelines to ensure successful proposal delivery. Vendor registration and setup should be completed well in advance of submission deadlines, as the process can require time. Proposals should be submitted no later than one hour prior to the solicitation deadline, as the system typically requires approximately five minutes to upload proposals and the submission application will halt precisely at the deadline regardless of completion status. BidNet will send email confirmation upon successful proposal upload. The instructions explicitly state that inquiries, questions, comments, or concerns regarding the solicitation must be submitted directly to the Procurement Contact via email rather than through the submission application. Vendors are strongly advised against waiting until the last minute to avoid encountering registration or technical issues that could prevent timely submission.

Exhibit A Electronic Submission Instructions:
Electronic Submission BidNet Instructions The Rocky Mountain E-Purchasing System (BidNet) is an online notification system that is utilized by multiple governmental entities. Participating entities post their bids, quotes, proposals, addendums, and awards on this one centralized system. Review bids or register today by visiting this link: www.bidnetdirect.com//cdphe.
Vendor registration is free; however, vendors may elect to receive automatic email notification of all open solicitations matching their vendor profile for an annual fee. If a vendor does not select the upgrade option, it is the responsibility of the vendor to monitor the website regularly in order to be aware of business opportunities and review changes or addendums to bids, quotes, and proposals. Vendors who upgrade to receive email notifications will receive opportunities matching their business goods/services provided automatically.
Once logged into the system and viewing this notice, use the “Place a Bid” button at the top of the page. Follow the instructions to the end and ensure you receive a confirmation page that shows your response was successfully submitted. If you need assistance please contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2. Do not contact the procurement contact for the solicitation. Do not wait until the last minute in case you encounter questions or technical issues. No proposals will be accepted after the time specified.
Things to remember:
a. Vendor registration/set up can take time. Do not wait until right before the submission deadline to get this completed.
b. The solicitation submission application typically uploads proposals within five minutes.
Vendors are advised to submit proposals no later than one hour prior to the solicitation deadline to ensure the proposal has been received. The ability to upload documents will halt right at the bid submission deadline, whether your submission is complete or not.
c. BidNet will send an email confirmation if the proposal was uploaded correctly.
d. The solicitation submission application is only for proposal submission. All inquiries, questions, comments, or concerns should be submitted to the Procurement Contact via email and not through the solicitation submission application.
