About this opportunity

Dallas Independent School District (Dallas ISD) is seeking proposals for Cafeteria Food Serving Line Decoration Kits through a Request for Proposal (RFP) process. The procurement will source curriculum and holiday-themed supplies for school cafeterias, including wall, door, ceiling, and table decorations, stickers, pencils, and novelty toys for student giveaways. These supplies will be delivered to the Food & Child Nutrition Services - Maria Luna Food Facilities Warehouse on a district-wide, "as needed" basis. The solicitation is being conducted in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200, and meets United States Department of Agriculture (USDA) and Texas Department of Agriculture (TDA) requirements for procuring vendors using federal dollars. The contract term is initially one year, with potential for two successive one-year extensions, not to exceed three years total. Vendors must provide written notice 90 days prior to contract expiration if they do not intend to renew. The proposal is open to all vendors, including sole source providers, and can be used with local, state, federal, and grant-funded programs.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Multiple vendors are expected to be sourced for these decoration kits, suggesting an open competitive process. While no specific budget range is detailed in the provided documents, the district will evaluate proposals based on the ability to provide comprehensive, district-wide cafeteria decoration supplies. The procurement allows for use across various funding sources, including federal, state, local, and grant funds. Interested vendors must complete standard documentation, including the W9 form, Certificate of Interested Parties (Form 1295), and adhere to Dallas ISD's general terms and conditions. The proposal requires vendors to submit detailed pricing information using the provided Vendor Internal Catalog Pricing Template. Vendors should carefully review all attached documents, including the solicitation instructions and standard terms, to ensure complete compliance with the district's procurement requirements.
