About this opportunity
The West Virginia Department of Administration Purchasing Division, procuring on behalf of the Division of Natural Resources, is requesting bids on roof replacement at Cacapon Resort State Park's main lodge and conference center under CRFQ 0310 DNR2700000005, with bids due October 22, 2026 at 1:30 p.m. Eastern Time. This is a rebid with Addendum #3 issued October 6, 2026.
The scope includes removal and replacement of multiple roof sections on the main lodge and conference center, fluid-applied roof restoration and shingle roof replacement with specified materials (Owens Corning TruDefinition Duration AR shingles in Brownwood), replacement of approximately 22 dormers with fiber-cement siding (Sherwin-Williams SuperPaint 3007, Custom Cacapon Lodge Brown), gutter and downspout replacement (8-inch commercial k-style), paver roof area repairs and paver reinstallation, and associated structural repairs. Scope clarifications in Addendum #3 address closed valley specifications, exclusion of in-flow vents and snow rails, and inclusion of pre-construction infrared moisture scans by the contractor. The contractor must coordinate working hours with lodge management and may charge standard room rates for crew lodging at the facility.
The contractor must achieve substantial completion within 120 days from Notice to Proceed and final completion within 150 days. Pricing is submitted as unit prices for specific line items and a lump-sum base bid. Bonds required include a 5% bid bond, 100% performance bond, 100% labor/material payment bond, and a two-year maintenance bond on the roofing system. Monthly progress payments will be made with 10% retainage withheld, with partial release upon substantial completion certification.
Work is subject to Davis-Bacon wage rates (if federally funded), a 75% local labor market hiring requirement, and preference for domestic steel, aluminum, and glass. The contractor must possess a valid West Virginia contractor's license, maintain commercial general liability insurance, and submit a drug-free workplace affidavit. All bids must acknowledge receipt of all addenda. Place of performance is Cacapon Resort State Park, 818 Cacapon Lodge Drive, Berkeley Springs, West Virginia. Anticipated Notice to Proceed is early-to-mid-November 2026. Contact Joseph E. Hager III at (304) 558-2306 or joseph.e.hageriii@wv.gov.
