About this file
Addendum #3 to a Centralized Request for Quote (CRFQ) issued by the West Virginia Department of Administration Purchasing Division on behalf of the Division of Natural Resources solicits bids for the replacement of multiple roof sections at the Cacapon Resort State Park Lodge located in Morgan County, West Virginia. The project encompasses fluid-applied roof restoration and shingle roof replacement work on the main lodge and conference center, including new roofing systems, flashing details for approximately 22 dormers, gutter and downspout replacement, paver roof area repairs, and associated structural repairs. The solicitation is a rebid with an anticipated Notice to Proceed in early-to-mid-November 2026, and the bid closing date is October 22, 2026, at 1:30 p.m. The addendum serves to publish responses to 38 vendor-submitted questions, provide a pre-bid sign-in sheet, and include a revised pricing exhibit reflecting scope modifications identified during pre-bid meetings.
Key scope clarifications in this addendum address conflicting specifications and site conditions previously identified. Specific modifications include disregarding open valley requirements in favor of closed valleys to match existing shingled roofs; omitting in-flow vents and snow rails; requiring new infrared moisture scans by the winning bidder prior to construction; specifying 8-inch commercial k-style gutters and downspouts; clarifying paver removal, storage, and reinstallation procedures with replacement of damaged pavers at no cost to the owner; and establishing that two small low-slope roof sections at building ends are excluded from scope while paver sections at the stairwell base and concrete slab are included. The specifications require Owens Corning TruDefinition Duration AR shingles in Brownwood color and fiber-cement siding for dormers in Sherwin-Williams SuperPaint color 3007 (Custom Cacapon Lodge Brown). Pricing is submitted as unit prices for specific line items and a lump-sum base bid, with no extension of the technical question period permitted following this addendum. Contractor must coordinate working hours with lodge management and may charge crew members standard room rates for lodging at the facility.

RFI: Vendor Questions for CRFQ DNR27*05 Cacapon State Park Lodge Roof Replacement
Q.1. Base bid: Shingle roof replacement: a. tear off existing gutters, downspouts and trim. By “trim”, are you referring to the fascia boards only?
A. Trim is referring to fascia only. Only tear off and replace damaged pieces of fascia and match existing color.
Q.2. The existing fascia boards have a metal wrapping on them. Are we installing new metal wrapping too?
A. Only install/replace damaged fascia.
Q.3. The specifications call for a “In-Flow” vent. Is this a requirement?. If yes, where are these In-Flow vents being installed?. They are not on the drawings.
A. Bidders shall disregard references and requirements for “in-flow vents.” These will not be utilized on this project.
Q.4. I assume the goal is to match the lodge shingle roof to the newer existing shingle roof. The specifications calls for “Open Valleys”, but the newer shingle roof has closed cut valleys. Are we Matching the existing newer shingle roof valleys or installing “Open Valleys” per spec ?
A. Bidders shall disregard references to “open valleys.” Valleys will be closed to match those on the newer shingled roof of the recent lodge addition.
The shingles will be Owens Corning TruDefinition Duration AR in Brownwood color.
Q.5. The newer shingle roof has snow-rails installed, are we to new install snow-rails on the lodge shingle roof?. If yes, please provide the specification of the existing snow-rail and the locations where the new snow-rails are to be installed so we can match with the existing.
A. No. Snow rails will not be utilized for this project.
Q.6. The current moisture survey is from 2-8-24. Are we to follow that report or will a new survey be issued to see if there are any additional wet areas on the roof?
A. Bidders shall include the cost of a new infrared moisture scan in their bids. The new scan will be performed by the winning bidder prior to commencing construction in each respective area.
Q.7. What size and style are the gutters and downspouts? (k-style, matches existing or manufactured Box gutters)
A. Gutters and downspouts should be 8” commercial k-style.
Q.8. During the pre-bid meeting it was brought to our attention, there are a couple roof areas with raised concrete pavers that were not on the drawings, are these areas to be included in the base bid?
A. The paver roof section at the bottom of the stairs (ground level) and along the poured concrete slab will not be replaced. (See attached ‘Image No. 1’ for reference.) These sections shall be repaired as follows:
• Remove the pavers in these sections.
• Patch/repair holes in the EPDM roof sections with new EPDM membrane.
• Lay pavers back in-place on pedestals.
This work will be included in the base bid. A new unit price line item has been added to the pricing page for this work. A new pricing page has been included with this addendum.
Q.9. The existing lightning protection system on the lodge roof does not need to be disturbed or disconnected. Are you requiring the existing lightning protection system to be re-certified upon roofing completion?
A. No. Recertification will not be required.
Q.10. Revised Roof Scope Drawing During the pre-bid walk, several existing low-slope roof areas were discussed as being removed from the project scope, while additional low-slope/paver roof areas were discussed as being added. Please issue a revised roof plan clearly identifying all roof areas that are included and excluded from the final bid scope.
A. See attached ‘Image No. 1’ for reference. This paver section on ground level at base of stairs and around the poured concrete slab will be added to the scope. See Q. 8 above.

Are these areas intended to receive the specified fluid-applied restoration system, complete roof replacement, a new membrane recover system, or another assembly?
A. See response for Q8 above for the one new section added to the scope of work.
Q.13. Paver Removal and Reinstallation For roof areas containing pavers, please confirm whether the roofing contractor is responsible for removing, storing, and reinstalling the existing pavers. Please also clarify whether existing pavers are to be reused and how broken or damaged pavers are to be handled.
A. The existing pavers are to be reused. Contractor will be responsible for the removal, storage, and reinstallation of the existing pavers. Please advise on the anticipated start date and scheduling expectations for this portion of the project.
A. See Q25 and response.
Q.37. West Virginia B&O Tax Requirements Please confirm whether the West Virginia 2% Business & Occupation (B&O) tax is applicable to this project and whether it should be included in our bid pricing.
A. The vendor is responsible for determining, understanding, and complying with all applicable taxes.
Q.38. Project Working Hours Please provide the anticipated daily working hours and any site restrictions that may affect construction operations, including start and stop times, weekend work allowances, or other scheduling limitations.
A. Working hours will be determined between lodge management and the contractor, as they may be affected by the specific location of the work and occupancy of the lodge at the time.
Vendor will coordinate work areas and days with lodge management. Lodge rooms will need to be blocked off to guests in specific locations for specific durations.
