About this opportunity

The Colorado Department of Corrections is requesting quotes for Cable TV Repair Services across eleven headend systems serving twenty facilities statewide under DQ 2026000494, with quotes due June 11, 2026 at 4:00 p.m. MST and a Notice of Intent to Award estimated for June 15, 2026.

The scope comprises preventative maintenance, inspections, emergency repairs, and technical upgrades for cable TV headend systems. Service location is statewide. Mandatory monthly preventative maintenance includes signal quality audits, antenna inspections, system balancing, hardware maintenance, and quarterly reporting. Emergency response must be available 24/7 with deployment within 2 hours during business hours and 4 hours after-hours, with full service restoration required within 48 hours of notification. All equipment must deliver a complete channel lineup with signal levels maintained between +10 dBmV to +15 dBmV and channel deviation not exceeding 3 dBmV. The scope explicitly excludes cabling infrastructure past the combiner and non-satellite-fed systems.

Pricing shall consist of a fixed monthly preventative maintenance fee covering all labor, travel, and reporting, plus variable hourly rates for unscheduled maintenance including standard business hours, overtime, weekend, and holiday services. All pricing must include associated fees such as shipping and installation. Proposed pricing must remain firm during the initial contract term, with annual increases not to exceed 2.5% subject to mutual agreement.

The initial Purchase Order term runs July 1, 2026 through June 30, 2027, with renewal options for up to two additional one-year periods at CDOC's sole discretion, contingent on appropriated funds and contractual performance. Award will be made to the responsible bidder whose acceptable quote is determined most advantageous to CDOC, with price and cost as the primary consideration, though sample quality and lead time may also be evaluated.

Bidders must submit Exhibits A through G, a completed W-9, and proof of insurance prior to Purchase Order execution. All bidders must register with the Colorado Secretary of State, complete an Enhanced Criminal Background Investigation within 30 days of award, and comply with security provisions including Consent to Search Authorization forms before accessing CDOC facilities. Written inquiries are due June 1, 2026 at 2:00 p.m. MST with responses posted by June 4. Commercial general liability, automobile liability, and workers compensation insurance of $1,000,000 per occurrence are required.
