About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) has issued Invitation for Bid (IFB) Number C5612921-D for Firing Range Lead Removal and Recycling Services across 19 state prison facilities. The procurement seeks a contractor to remove expended lead materials from firing ranges, including bullets, shot, pellets, and fragments, and restore berms at various correctional institutions statewide. Required contractor qualifications include a Hazardous Substance Removal Certification, California Contractors State License Board C-12 license, and potentially a Motor Carrier Permit. Contractors must provide comprehensive services covering initial and subsequent firing range visits, with detailed pricing for different weapon ranges including Glock, rifle, pistol, and shotgun. The bid submissions are due on August 13, 2025, at 11:00 AM, with a public bid opening scheduled for August 14, 2025, at 2:00 PM, and optional/mandatory site visits planned between July 21 and August 1, 2025. The contract term will run from the approval date through September 30, 2027, with contractors compensated through service fees and lead recycling reimbursement rates. Evaluation will focus on the lowest responsible bid complying with all requirements, with bidders able to submit proposals for one or more facilities.
The solicitation includes specific provisions for small business and disabled veteran business enterprise (DVBE) participation, with the state seeking to meet a 25% small business participation requirement. Bidders are not required to bid on all locations but must provide rates for all items within selected locations. The procurement includes a 25% line item for additional unforeseeable services, and the state reserves the right to increase or decrease participating locations throughout the contract term. Pricing will be based on initial and subsequent visit service fees, with the state compensating the contractor for service fees minus the value of reclaimed lead. In the event of tied bids, preference will be given to the lowest responsible bid with the highest invoice discount, with a public coin toss as a final tiebreaker. While no specific budget range is explicitly stated, the contract structure allows for flexible service implementation across multiple correctional facilities, with contractors expected to handle all associated expenses including labor, transportation, materials, permits, and other incidental costs. Strict security protocols and compliance with Prison Rape Elimination Act (PREA) standards are mandatory for contractors working at correctional facilities.
