About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is seeking a Master Agreement for High Voltage Equipment Maintenance and Repair Services through Invitation for Bid (IFB) C5612448-D, Rebid 1. The procurement covers comprehensive maintenance, inspection, calibration, testing, and repair services for high voltage electrical equipment across 40 correctional facilities statewide. Contractors must comply with multiple regulatory standards, including California Code of Regulation, National Electrical Code, National Fire Protection Association 70E, and various ANSI and ASTM standards. Mandatory and optional facility walk-throughs are scheduled between January 15 and February 6, 2025, with bidders required to follow strict security protocols, including gate clearance and COVID-19 screening. Key procurement dates include Letters of Inquiry due February 7, 2025, bid submissions due February 12, 2025, at 11:00 AM, and a public bid opening on February 13, 2025, at 2:00 PM. The contract will commence upon approval and end December 31, 2027, with services covering switchgear, transformers, circuit breakers, automatic transfer switches, and other high voltage equipment across adult and juvenile correctional facilities.
The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Bidders can submit proposals for one or more locations but must include rates for all items within chosen locations. Each facility has an estimated parts allowance ranging from $50,000 to $100,000 and an equipment rental allowance of $30,000 to $75,000. The CDCR reserves the right to augment the Master Agreement amount by 25-100% of the total bid amount. Contractors may offer a discount of at least 1% (minimum $50) for invoices paid within 30 days of receipt. The contract will include both primary and secondary contractor awards for different facilities, allowing flexibility in service delivery. While no incumbent vendors are specifically mentioned, the procurement suggests a comprehensive approach to managing high voltage electrical systems across the California correctional system, with potential contract values potentially reaching several million dollars depending on the number of facilities and scope of services awarded.
