About this file
This is Addendum 5 to Invitation for Bid (IFB) C5612448-D issued by the California Department of Corrections and Rehabilitation (CDCR) for High Voltage Equipment Maintenance and Repair Services. The addendum revises the walk-through information and schedule for multiple correctional facilities, with a specific update for California Medical Facility (CMF) scheduled for February 11, 2025 at 9:00 AM. The notification deadline to participate in the CMF walk-through is February 7, 2025 by 5:00 PM. The document includes detailed walk-through schedules for over 30 adult and juvenile correctional facilities across California between January and February 2025, with both mandatory and optional site visits specified for different locations.
The addendum also modifies Attachment 3, Location Award Schedule, to reflect changes in how contracts will be awarded at different facilities. Some locations will be awarded on both a primary and secondary contractor basis, while others that have already been awarded to primary contractors will only be seeking secondary contractors. The document outlines specific requirements for walk-through attendance, including gate clearance procedures, clothing restrictions, electronic device policies, tobacco restrictions, and COVID-19 preventative screening measures that bidders must follow when visiting CDCR facilities.

The purpose of a walk-through is to allow bidders an opportunity to examine the work site before bidding in order to acquire a better knowledge of the area(s) and/or specific equipment affecting the work which may not be particularly described herein.
To secure gate clearance for admittance into any institution/facility, all bidders are required to contact the individual institution/facility on the schedule and provide the following information for the representative(s) that will be attending the walk-through:

• Date of birth; and
• Valid driver's license or State DMV identification card number

Specifically, blue denim pants and blue chambray shirts, orange/red/yellow/white/chartreuse jumpsuits and/or yellow rainwear shall not be worn onto institution grounds, as this is inmate attire. The bidder should contact the institution regarding clothing restrictions prior to requiring access to the institution/facility to ensure compliance.
Electronic Devices: Electronic and communication devices such as pagers, cell phones, cameras/micro-cameras, and/or sound recording devices are not permitted on institution/facility grounds and must be left in the bidder’s and/or their representative’s locked vehicle. None of these devices are allowed on institution/facility grounds.
Tobacco-Free Environment: Pursuant to Penal Code Section 5030.1, the use of tobacco products by any person on the grounds of any institution or facility under the jurisdiction of the Department of Corrections and Rehabilitation is prohibited.
