About this file
This is Addendum 4 to Invitation for Bid (IFB) C5612448-D, Rebid 1 from the California Department of Corrections and Rehabilitation (CDCR) for High Voltage Equipment Maintenance and Repair Services. The addendum revises Attachment 1 Walk-Through Information and Schedule to reflect additional walk-through dates for multiple locations and changes some walk-through requirements from mandatory to optional. The notification period for walk-through participation has been reduced from 10 to 5 business days. Key dates include: IFB available January 4, 2025; Letters of Inquiry due February 7, 2025; Bids due February 12, 2025 by 11:00 AM; Public Bid Opening February 13, 2025 at 2:00 PM; with services to commence upon approval and end December 31, 2027.
The addendum provides detailed walk-through schedules and contact information for over 30 CDCR adult institutions and 4 juvenile facilities across California. Some facilities require mandatory walk-throughs while others are optional. Bidders who previously attended walk-throughs during the original IFB C5612448-D solicitation will receive credit and are not required to attend again. All attendees must follow strict security protocols including advance gate clearance, clothing restrictions, and COVID-19 screening requirements. No electronic devices are permitted on facility grounds.

Request for Reasonable Accommodations to institution/facility.
The checklist does not relieve bidders of any of their responsibilities to complete any portion of the bid process, as it is only meant to assist.
The purpose of a walk-through is to allow bidders an opportunity to examine the work site before bidding in order to acquire a better knowledge of the area(s) and/or specific equipment affecting the work which may not be particularly described herein.
To secure gate clearance for admittance into any institution/facility, all bidders are required to contact the individual institution/facility on the schedule and provide the following information for the representative(s) that will be attending the walk-through:
Complete name;
Date of birth; and Valid driver's license or State DMV identification card number
After the institution/facility has completed the gate clearance process and bidders and their representative(s) are scheduled to attend a walk-through, they must bring a valid driver’s license or State DMV identification card in order to be admitted onto institution/facility grounds.

Specifically, blue denim pants and blue chambray shirts, orange/red/yellow/white/chartreuse jumpsuits and/or yellow rainwear shall not be worn onto institution grounds, as this is inmate attire. The bidder should contact the institution regarding clothing restrictions prior to requiring access to the institution/facility to ensure compliance.
Electronic Devices: Electronic and communication devices such as pagers, cell phones, cameras/micro-cameras, and/or sound recording devices are not permitted on institution/facility grounds and must be left in the bidder’s and/or their representative’s locked vehicle. None of these devices are allowed on institution/facility grounds.
Tobacco-Free Environment: Pursuant to Penal Code Section 5030.1, the use of tobacco products by any person on the grounds of any institution or facility under the jurisdiction of the Department of Corrections and Rehabilitation is prohibited.
COVID-19 Requirements
Visitors, vendors, volunteers, and/or staff are required to respond to any active preventative screening measures in place at each CDCR institution/facility to decrease the spread of COVID-19; therefore, be advised that you and/or your employees will be required to adhere to this requirement. Contact the institution/facility prior to the walk-through for additional details.
