About this opportunity
The California Department of Parks and Recreation is seeking a contractor for the Goat Canyon Sediment Clean Out and Removal of Deposition Material project located at Border Field State Park in San Diego County. The project involves removing approximately 20,000 cubic yards of sediment from upper and lower basins and hauling between 7,000-25,000 cubic yards of material off-site, depending on the bid option selected. Contractors must also manage two trash booms, remove consolidated solid waste, and handle an estimated 3,000 waste tires. A mandatory job walk was held on April 8, 2016, at 10:00 AM, with bid submissions due by April 18, 2016, at 2:00 PM. The project requires either an A or B contractor's license, and all work must be completed within 365 calendar days from the Notice to Commence, with basin material removal required by October 31, 2016. Bidders must submit pricing for six different export volume options, and the State will select based on available funding. Key technical requirements include using a third-party registered engineering surveyor for pre- and post-excavation surveys, conducting topographic surveys, and implementing dust control measures.
The contract includes a 5% Small Business Preference and a 6% Disabled Veteran Business Enterprise (DVBE) participation requirement. Small businesses and DVBE firms are encouraged to participate through these preference programs. The project engineer's estimate is $905,000, with bid options ranging from hauling 25,000 cubic yards (Option A) down to 7,000 cubic yards (Option F). The contractor is responsible for all equipment, materials, tools, labor, and incidentals necessary to complete the work, including testing and proper disposal of sediment material. Environmental permits are held by California State Parks, but the contractor must comply with all disposal regulations. The deposition material typically consists of 85% sand and fines, 15% rock/cobble, and solid waste. Contractors may sort and process material for beneficial reuse with CSP approval, but are prohibited from disposing of material within the Tijuana River Valley Disposal Restriction Area unless specifically approved. Daily haul logs and progress surveys will be required for payment.
