About this opportunity

The Oregon State Police is soliciting quotes for statewide GIS data maintenance and Tyler CAD map roll services via best-value RFQ (Bid S-25700-00017563), with quotes due August 14, 2026 at 5:00 PM Pacific Time. This procurement is restricted to four pre-qualified IT Pro MPSA holders: Deloitte Consulting LLP, Elegant Enterprise-Wide Solutions Inc., The North Highland Company LLC, and Timmons Group.

The scope encompasses maintaining road centerline data (approximately 425,924 miles statewide), site and structure address points (approximately 1,757,680 points), and milepost tables to public-safety CAD and NG9-1-1 standards; producing Tyler Enterprise CAD version 2025.2-compatible map packages; and performing quality control checks. Work includes one-time data onboarding plus up to three map rolls scheduled for delivery in Q4 2026 and two in 2027. The awardee must obtain and maintain access to source data including OSP-provided GIS datasets, OEM MSAG/ALI data, ODOT signed-route and milepost layers, and local-jurisdiction GIS data. Compliance with FBI CJIS Security Policy and OSP CJIS requirements, including background screening and security training, is mandatory.

A mandatory Data Access and Production Capability Statement must detail the offeror's approach to data access and Tyler CAD-compatible map production. Pricing shall be submitted using the provided pricing sheet with fixed-fee, not-to-exceed amounts for deliverables (Table A) and hourly rates for change-order work (Table B), not exceeding the offeror's established IT Pro MPSA maximum rates. OSP retains full ownership of all agency data and work products. The current dataset is provided in geodatabase, project, and vector tile package formats but does not conform to a recognized NG9-1-1 (NENA) data model.

Best-value evaluation will consider demonstrated experience with statewide GIS maintenance for public-safety CAD systems, feasibility of the data access approach, soundness of assumptions, key personnel expertise, references, resource availability, and price. The work order contract term extends 180 calendar days following final acceptance of deliverables. The incumbent under expiring Contract #DASPS-1577-19 will provide one final map roll prior to August 31, 2026 expiration.
