1. Introduction
The Authorized Purchaser, the Oregon State Police ("OSP"), is issuing this RFQ to establish a Work Order Contract ("WOC") for ongoing Geographic Information System ("GIS") data maintenance and public-safety Computer-Aided Dispatch ("CAD") map package ("Map Roll") production and delivery services in support of OSP’s Tyler CAD environment. These Services continue the GIS data maintenance previously performed under State of Oregon Contract #DASPS-1577-19, which expires August 31, 2026.
The incumbent Consultant will provide one (1) final Map Roll deliverable under Contract #DASPS-1577-19 prior to its August 31, 2026 expiration. This RFQ covers the GIS data maintenance and Map Roll Services that follow.
The term of the WOC will begin on the Contract Effective Date and continue through completion and Acceptance of the Services described herein, which are scheduled within calendar years 2026 and 2027. The WOC will be executed during the term of the applicable IT Pro MPSA, which is currently in effect through December 31, 2027. Consistent with the MPSA, any performance, Final Acceptance, or warranty activity occurring after the MPSA expiration will continue under the WOC’s own terms.
Offerors shall propose their best value for the full scope of Services described in this RFQ. The Authorized Purchaser reserves the right to: (a) evaluate and award based on best value; (b) negotiate scope, resourcing levels, and not-to-exceed rates with the apparent successful Offeror to establish a final not-to-exceed amount; and (c) reject any or all Quotes or cancel this RFQ if an award is not in the best interest of the State. Any award and resulting Work Order Contract are subject to all approvals required prior to execution, including Oregon Department of Justice legal sufficiency review and any applicable EIS IT oversight where required by the value of the WOC or applicable law.

2. Background Information
OSP operates statewide public-safety dispatch through its Northern Command Center (NCC) and Southern Command Center (SCC). Location validation and mapping in the OSP CAD system depend on a maintained statewide GIS dataset — principally the road centerline and site/structure address point layers, together with supporting milepost tables (sp_ad and co_pl).
OSP has migrated its CAD platform to Tyler Technologies ("Tyler CAD").
The GIS dataset is updated and packaged into the CAD system on a recurring basis (a "Map Roll"), up to twice per year, and also serves as a foundation for Next Generation 9-1-1 ("NG9-1- 1") GIS data development.
OSP owns the underlying GIS data ("Agency Data") and will make the current dataset available to the awarded Consultant. Source GIS data is also obtained from State agencies and local jurisdictions; statewide MSAG/ALI data may be obtained through the Oregon Office of Emergency Management ("OEM"); and signed-route and milepost reference layers are obtained from the Oregon Department of Transportation ("ODOT").
The capability and method by which a Consultant obtains and accesses the required source/map data, and the method by which it produces a Tyler CAD-compatible map package, are essential to performance and may vary by Consultant. Accordingly, this RFQ requires each Offeror to fully describe its data-access and production approach, assumptions, dependencies, and capacities (see Section 6, Submittal Requirements, and Section 7, Evaluation and Award).
3. Scope of Services
The awarded Consultant shall provide the following Services. The WOC contemplates up to three (3) Map Rolls over its term — one (1) in the latter portion of calendar year 2026 and two
(2) in calendar year 2027 — on a schedule agreed with OSP, in addition to one-time transition and data onboarding.
A. GIS Data Update and Quality Control
• Gather and ingest updated source GIS data from State agencies and local jurisdictions, and statewide MSAG/ALI data if provided.
• Detect changes and incorporate additions, deletions, and corrections into the road centerline and site/structure address point layers along signed routes and other OSP-identified priority areas.
• Reconcile the sp_ad and co_pl (milepost) tables against the current statewide ODOT milepost layer; resolve missing or duplicate mileposts in coordination with OSP and ODOT.
• Process updated data through automated GIS quality-control checks configured for applicable public-safety CAD and NG9-1-1 requirements, and resolve in-scope QC failures.
B. Tyler CAD Map Package ("Map Roll") Production and Delivery
• Convert the updated GIS data into a Tyler CAD-compatible map package/input and deliver it to OSP for loading into the Tyler CAD environment.
• Coordinate with OSP and Tyler Technologies as necessary to follow the required map build/roll workflow.
• Provide quality and go-live support for each Map Roll.
C. Reporting
• Provide a Project Implementation/Status Report following each update cycle, summarizing
QC results, changes incorporated, issues, and next steps.
D. Data Access and Production (material requirement)
OSP IT Pro MPSA RFQ — GIS Data Maintenance & Tyler CAD Map Roll Services | Page 3 of 7
As a material element of the Services, the Consultant must obtain and maintain access to all source/map data necessary to perform, and must produce and deliver the data in a Tyler CAD-compatible format. Each Offeror must describe its approach to both in its Quote, per Section 6.4.
E. State-Furnished Resources
• OSP will provide the current OSP-owned GIS dataset (Agency Data) to the awarded
Consultant.
• OEM (not OSP) is responsible for procuring MSAG/ALI data; its availability is not guaranteed, and Offerors should state any reliance on such data.
• Offerors must identify any other resource they assume OSP, OEM, ODOT, Tyler
Technologies, or any third party will furnish.
4. Questions and Requests for Clarification
All questions and requests for clarification regarding this RFQ must be submitted in writing by e-mail, regular mail, or hand delivery to the Authorized Representative and must be received no later than July 29, 2026 at 5:00 PM, Pacific Time.
When appropriate, as determined by the Authorized Purchaser in its sole discretion, revisions, substitutions, or clarifications of the RFQ will be sent electronically to all invited Consultants.
5. Quotation Submittal Quotes must be received on or before the Offer Due Date and Time at the location identified above to be considered. Quotes will not be accepted after the Offer Due Date and Time. Quotes will be accepted by e-mail, regular mail, or hand delivery to the Authorized Representative identified above. The Authorized Purchaser may extend the Offer Due Date when it is in the best interest of the Authorized Purchaser.
The Authorized Purchaser may reject all Quotes or cancel this RFQ if, in its sole determination, it is in the best interest of the Authorized Purchaser.
6. Submittal Requirements
6.1 A description of the Offeror’s methodology for providing the Services, and a draft Statement of Work based upon the Scope of Services in Section 3.
6.2 A description of the Offeror’s Key Persons, other staff, and their relevant experience, including GIS analysts and personnel with public-safety CAD and/or NG9-1- 1 GIS data experience.
6.3 A description of past projects the Offeror has completed that are similar in scope to the Services requested, within the past five (5) years. For this RFQ, "similar in scope" means maintenance of statewide or large-jurisdiction GIS data supporting a public-safety Computer-Aided Dispatch (CAD) system and/or NG9-1-1 GIS data development, including the production of CAD-compatible map data.
6.4 Data Access and Production Capability Statement (MANDATORY). Each Offeror must describe, in detail and as a separately labeled section of its Quote:
a. How the Offeror will obtain and maintain access to all source/map data required to perform the Services, identifying each data source (including but not limited to the OSP-provided dataset, OEM MSAG/ALI data, ODOT signed-route and milepost layers, and local-jurisdiction GIS data) and stating clearly which data the
OSP IT Pro MPSA RFQ — GIS Data Maintenance & Tyler CAD Map Roll Services | Page 4 of 7
Offeror will source or access itself and which data it assumes OSP or a third party will provide.
b. Any reliance on a third party (including the incumbent Consultant), or on any proprietary data, software, tooling, or licensing, to obtain or access the required data, and how the Offeror will secure that access.
c. How the Offeror will produce and deliver the updated GIS data in a Tyler CAD-compatible input/format. The Offeror must identify the specific Tyler CAD map data format(s) it will deliver, the tools and process it will use to produce that format, any required coordination with Tyler Technologies, and any associated licensing, access, or cost.
d. All assumptions, dependencies, constraints, and capacity limitations relevant to the Offeror’s performance of the Services.
An Offeror’s failure to demonstrate, to the Authorized Purchaser’s satisfaction, the ability to access the required data and to produce and deliver a Tyler CAD-compatible map package may result in the Quote being determined non-responsive or not the most advantageous.
6.5 A separate, explicit list of all assumptions made and any exceptions taken to this RFQ or to the MPSA Work Order Contract form.
6.6 Submission of the Pricing Sheet (Exhibit No. 1), signed by an authorized representative of the Offeror.
6.7 Three (3) references using the Reference Check Form (Exhibit No. 2). Forms must be completed by the reference, returned to the Offeror, and submitted with the Quote.
References should be from customers for whom the Offeror has performed similar projects within the past five (5) years.
7. Evaluation and Award
Quote submissions will be reviewed to determine if all Submittal Requirements have been met.
Those meeting the Submittal Requirements will be evaluated to determine the "Best Value" for the State. "Best Value" is based on the evaluator’s determination of what best meets the needs of the Authorized Purchaser, taking into account price as well as the following considerations:
• Demonstrated experience maintaining statewide or large-jurisdiction GIS data for a public-safety CAD system and/or NG9-1-1 GIS data development (experience and expertise).
• Completeness, credibility, and feasibility of the Offeror’s Data Access and Production Capability Statement (Section 6.4) — specifically, the demonstrated ability to access the required source/map data and to produce and deliver a Tyler CAD-compatible map package.
• Soundness of stated assumptions and the degree of reliance on State-furnished or third-party-controlled resources (lower dependency preferred).
• Key Persons and staff expertise.
• References.
• Availability and resource capacity.
• Price (total maximum not-to-exceed cost and underlying hourly rates).
The above considerations are listed in no particular order of importance. Award will be based on the Authorized Purchaser's holistic best-value determination and is not based on price alone.
OSP IT Pro MPSA RFQ — GIS Data Maintenance & Tyler CAD Map Roll Services | Page 5 of 7
The Authorized Purchaser reserves the right, but is not obligated, to seek clarification of any Quote and to request additional information from, or conduct interviews or presentations with, any, all, or none of the Offerors, at any time during evaluation and prior to award, as the Authorized Purchaser determines necessary to evaluate Quotes and make its determination.
Without limiting the foregoing, the Authorized Purchaser may request clarification, information, or an interview from the apparent highest-ranked Offeror before award to confirm the Offeror's understanding of the requirements and the basis of its Quote.
Clarifications, interviews, and requests for information are for the purpose of clarifying, verifying, or confirming information already provided. They are not an opportunity for an Offeror to materially revise, supplement, or cure its Quote, and the Authorized Purchaser will consider any material revision only if it elects, in its sole discretion, to permit the same from all similarly situated Offerors. Information the Authorized Purchaser obtains through clarification, interviews, requests for information, references, or other sources may be considered in its best-value determination.
An Offeror must respond to any such request, and schedule any requested interview, within the time specified by the Authorized Purchaser. Failure to respond timely may result in the Authorized Purchaser evaluating the Quote as submitted or determining the Quote to be non-responsive. The decision whether to seek clarification or conduct interviews is solely within the Authorized Purchaser's discretion, and the Authorized Purchaser's election not to do so is not a basis for protest.
The Authorized Purchaser's determination is final. The Offeror with the most advantageous Quote will be awarded a contract in a form substantially similar to the Work Order Contract attached as Attachment C to the MPSA. A Sample Work Order Contract reflecting the anticipated Statement of Work, deliverables, and WOC-specific terms for these Services is attached to this RFQ for reference. Offeror-specific and negotiated fields are shown in brackets and will be completed at award. In the event of any conflict between the Sample Work Order Contract and this RFQ, this RFQ controls for purposes of preparing a Quote. The Authorized Purchaser may negotiate contract terms and conditions, including reduced not-to-exceed rates and resourcing levels, with the successful Offeror.
If the value of the resulting Work Order Contract requires Oregon Department of Justice legal sufficiency review under applicable law, the Authorized Purchaser will obtain that review, and any applicable EIS IT oversight, prior to execution of the WOC, consistent with the IT Pro MPSA Buyer's Guide.
