Summary of Work Order Contract for GIS Data Maintenance and Tyler CAD Map Roll Services

This document is a Work Order Contract (WOC) form for professional IT business services between the Oregon State Police (OSP) and an awarded IT Pro MPSA consultant. The project encompasses statewide GIS data maintenance and Tyler CAD map roll services supporting OSP's dispatch operations through its Northern and Southern Command Centers. The scope of work includes transition and data onboarding, followed by up to three map rolls scheduled for delivery in Q4 2026 and two in 2027. The primary deliverables consist of maintaining road centerline and site/structure address point layers, reconciling milepost tables, performing quality control checks against public-safety CAD and NG9-1-1 standards, and delivering Tyler CAD-compatible map packages. The contract term extends 180 calendar days following final acceptance of deliverables. The consultant must obtain and maintain access to all required source and map data, with OSP providing the current OSP-owned GIS dataset and ODOT serving as the source for signed-route and milepost reference layers.

The WOC is awarded under one of four designated MPSA numbers (8465, 8473, 8477, or 8482) to a selected consultant from Service Categories 6.6, 6.8, and 6.11 via best value RFQ. The maximum not-to-exceed compensation is established at award from the selected consultant's quote and negotiated terms. OSP retains full ownership of all Agency Data and work products derived from it. The consultant must comply with FBI CJIS Security Policy, OSP CJIS requirements including background screening and security training, and applicable Oregon data protection laws. Funding derives from State of Oregon appropriations, with potential application of federal 9-1-1/NG9-1-1 grant funds if applicable. The consultant must maintain required insurance per the MPSA and coordinate with Tyler Technologies for map package validation and go-live support. This WOC succeeds the previous State of Oregon Contract #DASPS-1577-19, which expires August 31, 2026.

Exhibit No. 1 — Statement of Work

Part I. Background

The Oregon State Police ("OSP") operates statewide public-safety Computer-Aided Dispatch ("CAD") through its Northern Command Center (NCC) and Southern Command Center (SCC).

Dispatch and location validation in the OSP CAD system depend on a maintained statewide Geographic Information System ("GIS") dataset — principally the road centerline and site/structure address point layers, together with the supporting milepost tables (sp_ad and co_pl). OSP has migrated its CAD platform to Tyler Technologies ("Tyler CAD"). The GIS dataset is updated and packaged into the CAD system on a recurring basis (each, a "Map Roll") and also serves as a foundation for Next Generation 9-1-1 ("NG9-1-1") GIS data development.

These Services succeed and continue the GIS data maintenance previously performed under State of Oregon Contract #DASPS-1577-19, which expires August 31, 2026. Under this WOC, the Consultant will perform one-time transition and data onboarding followed by up to three (3) Map Rolls — one (1) in the latter portion of calendar year 2026 and two (2) in calendar year 2027.

OSP owns the underlying GIS data ("Agency Data") and will make the current dataset available to the Consultant. The Consultant’s ability to access the required source/map data and to produce a Tyler CAD-compatible map package is a material element of performance, as further set forth in this SOW and in Exhibit No. 3.

Acceptance Process for Deliverables (Goods and Services) Consultant shall provide written notice to Authorized Purchaser upon delivery of a completed Deliverable to Authorized Purchaser. By no later than (i) fifteen (10) Business Days after receipt of such notice, or (ii) the date set forth for Authorized Purchaser’s review in the current Accepted Project Implementation Plan and Schedule, Authorized Purchaser will determine whether the Deliverable meets Acceptance Criteria set forth in this Work Order Contract.

Acceptance Criteria includes all requirements for a Deliverable and associated Services described in the Statement of Work. If Authorized Purchaser determines that the Deliverable meets, in all material respects, Acceptance Criteria, Authorized Purchaser will notify Consultant of Authorized Purchaser’s Acceptance in writing.

If the Authorized Purchaser determines that a Deliverable does not meet the Acceptance Criteria in all material respects, Authorized Purchaser will notify Consultant in writing of Authorized Purchaser’s rejection of the Deliverable and describe in reasonable detail in such notice the Authorized Purchaser’s basis for rejection of the Deliverable. Upon receipt of notice of non-acceptance, Consultant shall, within a fifteen (15) Business Day period, modify or improve the Deliverable at Consultant’s sole expense so that the Deliverable meets, in all material respects, the Acceptance Criteria, and notify the Authorized Purchaser in writing that it has completed such modifications or improvements and re-tender the Deliverable to Authorized Purchaser. Authorized Purchaser will thereafter review the modified or improved Deliverable within fifteen (15) Business Days of receipt of the Consultant’s delivery of the Deliverable.

Failure of the Deliverable to meet the Acceptance Criteria in all material respects after the second submission will constitute a default by Consultant. In the event of such default, Authorized Purchaser may either (i) notify Consultant of such default and instruct Consultant to modify or improve the Deliverables as set forth in this section 3.3.3, or (ii) notify Consultant of such default and pursue its remedies for default under Section 16 of this Contract.

• Coordinate the Consultant’s access to the Tyler CAD [test] environment as necessary, in cooperation with Tyler Technologies.

Part III. Special Considerations

Data Access and Map Package Production (material). The Consultant’s obligation to obtain and maintain access to all source/map data necessary to perform, and to produce and deliver each Map Roll in a Tyler CAD-compatible format, is a material obligation of this WOC. Failure to maintain such access or to deliver a Tyler CAD-compatible map package is a material breach subject to the default and remedy provisions of the MPSA.

Agency Data Ownership. All Agency Data, including the GIS dataset and any work product derived from it, is and remains the property of OSP. Upon expiration or termination, the Consultant shall return all Agency Data and OSP property in accordance with the MPSA.

MPSA Survival. Consistent with the MPSA, performance, Final Acceptance, and warranty obligations under this WOC continue under the WOC’s own terms notwithstanding expiration of the MPSA, provided this WOC was fully executed during the MPSA term.
