About this opportunity

The Metropolitan Tulsa Transit Authority (MTTA) is issuing a Request for Proposals for the manufacturing, supply, and delivery of new bus stop signs, representing a procurement of signage goods and materials. The initial order consists of 1,500 signs with options for additional orders based on vendor-specified minimum reorder quantities. The signs must meet specific technical requirements including 8mm aluminum construction in two sizes—5" x 12" for stop identification and route numbers, and 12" x 20" for agency logos—with rectangular shape, high-contrast printing with UV lamination, and pre-drilled holes for flag-style mounting. The MTTA seeks vendors capable of quick and efficient signage changeover with durability, weather resistance, and customization options including agency branding. Evaluation will follow a "best value" approach using five equally weighted criteria: project understanding and approach (20 points), technical capabilities and solution functionality (20 points), quality and experience of proposed key personnel (20 points), vendor past project experience and client references (20 points), and price (20 points). Proposals must be submitted electronically via the Bonfire portal by April 10, 2026, at 4:30 PM Central Standard Time, with a questions deadline of March 25, 2026, and responses provided by April 1, 2026. The anticipated contract award date is April 28, 2026.

This procurement is subject to Federal Transit Administration funding requirements and compliance with federal terms and conditions, including Buy America requirements, energy conservation standards, clean water and air regulations, and civil rights requirements. Disadvantaged Business Enterprise (DBE) participation guidelines apply, and vendors must submit DBE qualification forms if applicable. Prospective vendors must provide proof of insurance, furnish a minimum of five customer references, and include certifications regarding debarment, lobbying compliance, and anti-collusion affidavits. The contract may result in multiple awards if advantageous to MTTA, and all proposals remain valid for a minimum of 90 days from proposal opening. Pricing must include cost per unit for the initial 1,500 signs, pricing structures for minimum reorder quantities, and bulk discount options if available, with payment terms of Net 30 days following receipt of correct invoices or acceptance of goods. No incumbent vendors or budget range has been specified in the available documentation.
