About this opportunity
Gallup-McKinley County Schools (GMCS) has issued an Invitation to Bid (ITB-2026-14GH) for a term contract to provide comprehensive bus repairs and services for the district's fleet. The solicitation seeks qualified vendors to perform mechanical, electrical, and preventative maintenance on a diverse fleet including school and activity buses, light-duty vehicles (Classes 1-2), medium-duty vehicles (Classes 3-6), and heavy-duty vehicles and equipment (Classes 7-8). The fleet encompasses vehicles from manufacturers like Bluebird, Collins, Dodge, Ford, General Motors, and International, with various diesel engine types and Allison transmissions. Services will be provided on an as-needed basis for both new and existing vehicles, with contractors required to demonstrate a minimum of three years of established business operations and maintain ASE-certified or factory-trained mechanics. A pre-bid conference is scheduled for December 17, 2025, at 10:00 AM via Microsoft Teams or Zoom, and all bids must be submitted electronically through the GMCS Bonfire Portal by January 2, 2026, at 2:00 PM local time.
The solicitation includes New Mexico Resident Preference provisions, allowing businesses to claim preference status through a valid Resident Preference Certificate from the New Mexico Taxation and Revenue Department. Resident Veteran businesses may qualify for a 10% preference discount if their prior year revenue does not exceed $3 million, with preference benefits limited to ten consecutive years. The contract will run from the award date through June 30, 2027, with options to renew for three additional one-year periods, potentially extending through June 30, 2030. GMCS reserves the right to make multiple awards to various qualified bidders to ensure adequate coverage of different vehicle manufacturers and service specialties. Pricing for parts must be based on a percentage discount off current manufacturer's published list price, with specific requirements including shop supplies capped at 6% of total labor costs (or $300 per job), environmental fees limited to 3% (or $100 per job), and comprehensive warranty coverage of six months for powertrain and drivetrain components and ninety days for other components.
