The scope includes site surveys, system design and engineering, procurement, removal of obsolete components, installation of new hardware, integration with monitoring centers, programming, testing, commissioning, training, and warranty support. All work must comply with local building codes, NEC/NESC standards, and security industry standards including NFPA 730 and UL 1023. The contractor must be a licensed security integrator and obtain all necessary permits from the three municipalities. Key deliverables include project plan, design documents, bill of materials, code compliance permits, installation reports, commissioning verification, training materials, as-built documentation, and a warranty and support plan.

Procurement Preferences for Small Business Enterprises (SBE) and County Business Enterprises (CBE) under the Office of Economic and Small Business Development (OESBD) requirements apply. Vendors must meet County and State license requirements and bonding requirements. All solicitation responses must be submitted electronically through BPRO; the County will not consider responses received by other means. Vendors are encouraged to provide all requested documentation, including optional items listed in BPRO, to facilitate timely and comprehensive review.

Confidential reference drawings (as-built and AutoCAD) are available under a Confidential Transmittal and Limitation of Use Agreement; contractors must acknowledge acceptance prior to accessing the drawings and may not copy, modify, or transfer them to unrelated third parties except approved burglar alarm subcontractors on a need-to-know basis.
