About this file
This is a Specifications and Requirements document for the Burglar Alarm Systems Upgrade for Regional Courthouses project involving three courthouse locations in Broward County, Florida: North Regional Courthouse in Deerfield Beach, South Regional Courthouse in Hollywood, and West Regional Courthouse in Plantation. The project involves replacing and upgrading current burglar alarm components to meet current security standards and code requirements while improving coverage, reliability, and ease of maintenance. The scope encompasses site surveys, system design and engineering, procurement, removal of obsolete components, installation of new hardware, integration with monitoring centers, programming, testing, commissioning, training, and warranty support. The contractor must install a centralized control panel system (Honeywell Vista 250P or approved equivalent) with field devices including contact sensors, motion detectors, glass-break sensors, door/window sensors, panic buttons, and remote annunciators, with wired communication and failover redundancy. All work must comply with local building codes, NEC/NESC standards, and security industry standards including NFPA 730 and UL 1023.
The project requires the contractor to obtain all necessary permits from the municipalities of Deerfield Beach, Hollywood, and Plantation, and to ensure minimal disruption to building operations through careful scheduling coordinated with county and tenant constraints. Key deliverables include a project plan, design documents, bill of materials, code compliance permits, installation reports, commissioning verification, training materials, as-built documentation, and a warranty and support plan. The contractor must be a licensed security integrator and is responsible for quality assurance through pre-installation reviews, electrical and communication verification, power supply backup testing, functional testing of all zones and circuits, end-to-end testing with the monitoring center, and comprehensive documentation of results. Vendors must submit responses electronically through BPRO by the specified closing date and are encouraged to provide all requested documentation, including optional items, to facilitate timely evaluation. The solicitation includes County/State license requirements, bonding requirements, and small business enterprise procurement preferences.
