About this opportunity
The Tennessee Department of Environment & Conservation is requesting bids for playground demolition and installation at Burgess Falls State Park in Sparta under ITB 32701-13921, with bids due June 25, 2026 at 2:00 p.m. CDT. Respondents must hold an active Tennessee Contractor License with BC-B, BC-b(sm), BC-C, BC-7, or S-Playground Installation classification—a mandatory filter that the project exceeds the $25,000 licensure threshold.
The scope includes demolition and removal of existing playground equipment, site preparation with gravel base and drainage grading, installation of a Kompan composite multi-level triple tower structure, an eight-seat swing frame, ADA-compliant full ramp system, two spinner bowls, custom signage, approximately 272 linear feet of twelve-inch plastic playground border, and approximately 4,017 square feet of twelve-inch compacted rubber surfacing (material provided by the park). All work must be completed between contract execution and August 28, 2026, performed Monday through Friday, 8:00 a.m. to 4:30 p.m. The contractor is responsible for all permits and fees, utility location verification, and site protection. Workmanship carries a one-year warranty from final inspection; materials are covered under manufacturer warranties. Approved playground equipment manufacturers include Kompan, Bliss Products, Play and Park, Landscape Structures, Burke, Superior Recreational Products, Playworld Systems Inc, Henderson Recreation Equipment, and GameTime Equipment, with substitutions requiring pre-approval.
The estimated maximum liability exceeds $100,000. Pricing must be firm, F.O.B. destination, include all taxes and fees, and submitted on a unit-price basis in U.S. dollars only. The State is exempt from excise taxes. Respondents must maintain workers' compensation insurance (minimum $1,000,000), commercial general liability insurance (minimum $1,000,000 per occurrence / $2,000,000 aggregate), and automobile liability insurance (minimum $1,000,000). A payment bond equal to twenty-five percent of the Maximum Liability is required prior to the contract effective date. This is a single-award contract to the lowest responsive and responsible bidder. A pre-response conference is scheduled June 3, 2026 at 10:00 a.m. CST at the site; attendance is encouraged but not mandatory. Written questions are due June 5, 2026 at 2:00 p.m. CST to Sydney Loomans, 615-253-7266 or sydney.loomans@tn.gov. Site visits are strongly recommended; bidders are responsible for exact measurements and examination of the premises.
