About this opportunity

The State Preservation Board is requesting bids for graphics production and installation services at the Bullock Texas State History Museum under IFB 809-26-0012, with bids due August 14, 2026 at 2:00 p.m. Central Time. The SPB intends to establish a blanket purchase order with the successful bidder based on unit prices submitted and will award to the lowest qualified bidder.

Vendors must possess in-house capabilities for high-quality printing of acrylic labels, direct-to-substrate graphics, and contour cut vinyl lettering, as well as installation services for large format vinyl graphics and dimensional lettering. The scope encompasses six primary production types: large vinyl graphics applied directly to walls with UV-resistant laminate; polished-edge acrylic exhibit labels; acrylic first-floor labels; direct printing to rigid PVC-based white substrate; contour cut vinyl lettering for "BULLOCK MUSEUM" signage; and dimensional painted acrylic lettering with VHB adhesive mounting. All deliverables must be delivered within seven business days to the museum and meet the institution's highest quality standards. Pricing must be submitted on a per-square-foot basis and include labor, materials, equipment, supervision, delivery, and installation costs. Digital proofs are required before final printing; hard proofs are needed for color matching. Vendors must provide standard six to eight-foot ladders; special equipment such as lifts will be charged on a case-by-case basis.

Minimum qualifications include five references from similar projects with three to five physical examples of comparable work. The initial service period runs September 1, 2026 through August 31, 2027, with one optional one-year renewal period at SPB's discretion. Pricing for each service period is firm; renewal periods may include price adjustments based on Consumer Price Index changes if the vendor requests adjustment at least 30 days in advance.

Vendors meeting VetHUB qualifications are strongly encouraged to apply. All contractors must comply with the State of Texas Subcontracting Plan requirements, including good faith efforts to contract with new VetHUBs after five years of performance. Questions are due July 28, 2026, with written answers anticipated July 31, 2026. The contract is subject to termination without penalty based on availability of state funds.
