About this file

This is an Invitation for Bid (IFB) issued by the State Preservation Board for the Bullock Texas State History Museum seeking graphics production and installation services. The Creative Services department requests bids for museum graphics including exhibitions, wayfinding, and general marketing and promotional signage of varying production types. The SPB intends to establish a blanket purchase order with the successful bidder based on unit prices submitted. The IFB was released on Friday, July 17, 2026, with a bid submission deadline of Friday, August 14, 2026, at 2:00 p.m. Central Time. Questions must be submitted in writing by Tuesday, July 28, 2026, with written answers anticipated on Friday, July 31, 2026. No bidder's conference or site visit is specified in the document. The initial service period runs from September 1, 2026, through August 31, 2027, with one optional one-year renewal period available at SPB's discretion.

Bids will be awarded to the lowest qualified bidder based on demonstrated experience with similar work and acceptable references. Vendors must possess in-house capabilities for high-quality printing of acrylic labels, direct-to-substrate graphics, and contour cut vinyl lettering, as well as installation services for large format vinyl graphics and dimensional lettering. Minimum qualifications include five references from similar projects with three to five physical examples of comparable work. The pricing terms require firm quotes for each service period with potential price adjustments applied at the beginning of each renewal period (September 1) based on Consumer Price Index changes, provided the vendor submits a written request at least 30 days in advance. The contract is subject to termination without penalty to SPB based on availability of state funds. Vendors meeting VetHUB qualifications are strongly encouraged to apply, and any awarded contractor must comply with the State of Texas Subcontracting Plan requirements, including good faith efforts to contract with new VetHUBs after five years of performance.
