The scope covers supply and delivery of Unleaded Gasoline with 10% ethanol, No. 2 Red Dye Diesel, and No. 2 Clear Ultra-Low Sulfur Diesel (15 ppm) to support City and Citibus operations. Estimated annual volumes total approximately 1.05 million gallons of ethanol in transport loads, 42,000 gallons in bobtail loads; 1 million gallons of red dyed diesel in transport loads, 110,000 gallons in bobtail loads; and 513,100 gallons of ultra-low sulfur diesel in transport loads, 88,540 gallons in bobtail loads. All fuel must comply with federal and state regulations. The contractor bears responsibility for spills, cleanup, tank maintenance, and compliance testing costs.
Pricing is based on OPIS Rack Average pricing for the day of delivery plus delivery charges, using the average net price published July 31, 2026 for Lubbock, Texas. Prices are guaranteed for six months upon City approval; thereafter, rates may be adjusted based on changes in the Consumer Price Index or Product Price Index, with the contractor required to provide documentation and quarterly written justification for adjustments.
The contract term is one year beginning January 1, 2027, with four optional one-year extensions subject to written approval by both parties. The contractor must maintain commercial general liability of $1 million, automobile liability of $1 million, excess liability of $4 million, workers' compensation of $500,000, and pollution liability of $1 million, with the City named as additional insured.
