About this opportunity
The Missouri Department of Transportation Northeast District issued Invitation for Bid (IFB) MODOT NE 0000000020SL to establish a price agreement for the supply and delivery of bulk motor oil and bulk hydraulic/transmission oil on an as-needed basis throughout calendar year 2026. The solicitation, posted December 8, 2025, with responses due by December 22, 2025, at 1:00 PM Central Time via electronic submission through MissouriBUYS, seeks two primary deliverables: approximately 2,775 gallons of 15W-40 motor oil (equivalent to Shell Rotella T5 type, not T2 type) and approximately 2,150 gallons of universal hydraulic/transmission oil, both required to be virgin oils rather than re-refined products. Delivery must be made on an FOB Destination basis to 18 maintenance facilities located throughout the Northeast District in northeast Missouri, with the contractor bearing all shipping and hauling costs as part of the unit price. The awarded contractor must maintain adequate liability insurance with MoDOT listed as additional insured, furnish pump meter certifications and Materials Safety Data Sheets upon request, prevent spills during delivery with trained personnel present, and assume full responsibility for cleanup of any spills or overfills. Award will be made on an all-or-nothing basis to a single vendor, with the contract period running January 1 through December 31, 2026, and no renewal options available. No price increases are permitted during the first six months of the contract period and require written justification and MoDOT approval thereafter. No pre-bid conference or site visit was scheduled.
The solicitation requires compliance with Missouri's Domestic Products Procurement Act, with bids estimated over $25,000 requiring completion of Exhibit N Buy American Form certifying domestic manufacturing or qualifying treaty compliance. MoDOT encourages minority business enterprise (MBE) and women business enterprise (WBE) participation and offers Service-Disabled Veteran Business (SDVE) preference consideration. Payment will be made in full to the awarded vendor after delivery of all items and receipt of correct billing for each order, with no partial payments authorized. Eight suppliers submitted responses to the solicitation, which closed December 22, 2025, and MFA Oil Company was selected as the awarded vendor on December 30, 2025, with a total award amount of $20.78, consisting of $8.78 per gallon for bulk lubricating oil and $12.00 per gallon for bulk universal hydraulic/transmission oil. Competing bidders included Clean Harbors Environmental Services Inc, Energy Petroleum Company, John Fabick Tractor Company, NCH Corporation, Prairieland FS Inc., and Reladyne, with pricing for motor oil ranging from $7.65 to $20.80 per gallon and hydraulic/transmission oil ranging from $7.50 to $15.90 per gallon across all respondents.
