About this opportunity

The Indiana Department of Administration (IDOA) is soliciting a Negotiated Bid (Contract Number 26-84724) for bulk fuel delivery services across the state's six designated districts. The procurement seeks to contract with a single supplier capable of providing comprehensive fuel delivery to various state government agencies, including the Department of Natural Resources, Department of Transportation, and Department of Correction. The contract will cover multiple fuel types including regular unleaded gasoline (87 and 90 plus), E10 gasoline, clear and dyed diesel, and heater oil, with specific requirements for product specifications meeting API and ASTM standards. Pricing will be based on OPIS rack pricing with an added bid price, and delivery terms include minimum order quantities ranging from 150 gallons for tank wagon deliveries to 7,500 gallons for full transport truck deliveries. The solicitation requires a comprehensive proposal due on October 14, 2025, at 3:00 PM Eastern Time, with a proposed contract term of five years and a potential one-year renewal option. Evaluation criteria will focus on the respondent's ability to satisfy requirements cost-effectively, with a two-step process first checking mandatory requirements and then assessing pricing.

The procurement includes significant set-aside and preference provisions for disadvantaged businesses, with specific contract goals of 8% for Minority Business Enterprises, 11% for Women Business Enterprises, and 3% for Indiana Veteran Owned Small Businesses. Bidders must submit various attachments demonstrating economic impact, including the Indiana Economic Impact Form and documentation of veteran or minority-owned business certifications. The state offers a 15% price preference for businesses that meet specialized employee service criteria, such as having at least 75% of employees who are Indiana residents, including formerly incarcerated individuals, those on probation, receiving public assistance, or military veterans. Subcontractors must be certified through the Federal Center for Veterans Business Enterprise or the State of Indiana Certified M/W/IVOSB list, with strict requirements for documentation and commitment. While specific award value is not explicitly stated, the solicitation indicates significant fuel volume across districts, with estimated yearly usage ranging from 60,733 to 302,177 gallons per district, suggesting a substantial contract value for the selected vendor.
