About this file

The file is a Vendor Questions and State Responses document for a Bulk Fuel Negotiated Bid (Contract Number 26-84724) issued by the Indiana Department of Administration (IDOA), covering fuel delivery services across six state districts. The solicitation seeks a single supplier to provide various fuel types including regular unleaded gasoline (87 and 90 plus), E10 gasoline, clear and dyed diesel, and heater oil for state government agencies like the Department of Natural Resources, Department of Transportation, and Department of Correction. The comprehensive proposal is due on October 14, 2025, at 3:00 PM Eastern Time, with a proposed five-year contract term and potential one-year renewal option. Delivery methods range from 150-gallon tank wagon deliveries to 7,500-gallon full transport truck deliveries.

The pricing structure is based on OPIS rack pricing with an added bid price, and the solicitation includes significant set-aside and preference provisions for disadvantaged businesses. Specific contract goals include 8% for Minority Business Enterprises, 11% for Women Business Enterprises, and 3% for Indiana Veteran Owned Small Businesses. The state offers a 15% price preference for businesses meeting specialized employee service criteria, such as having at least 75% of employees who are Indiana residents. Subcontractors must be certified through the Federal Center for Veterans Business Enterprise or the State of Indiana Certified M/W/IVOSB list. Estimated yearly fuel usage ranges from 60,733 to 302,177 gallons per district, suggesting a substantial contract value for the selected vendor.
