About this opportunity
The City of Santa Fe is issuing an invitation to bid on behalf of the Santa Fe Solid Waste Management Agency for bulk fuel and diesel exhaust fluid supply and delivery, with bids due July 30, 2026 at 2:00 p.m. via the OpenGov Procurement Portal. New Mexico Resident Businesses and Native American Resident Businesses receive an eight percent bid preference; Resident Veteran Businesses and Native American Resident Veteran Businesses with annual gross revenues up to $6,000,000 receive a ten percent preference.
The Agency operates a fleet requiring E10 gasoline, No. 2 ultra-low sulfur diesel fuel, and DEF. Estimated annual volumes are 110,000 gallons of diesel fuel, 7,000 gallons of E10 gasoline, and 2,200 gallons of DEF. Delivery locations include Caja del Rio Landfill and a bidder-specified location. Delivery must occur within twenty-four hours of order receipt, excluding weekends and state or federal holidays, on an F.O.B. destination basis with metered delivery trucks bearing current New Mexico Department of Agriculture approval seals.
Pricing is structured as a per-gallon complete delivered price. Fuel pricing shall be based on the O.P.I.S. daily rack average price on the date of delivery plus the contractor's markup fee; DEF pricing is based on a discount, if any, off list pricing at the time of delivery. Bidders must submit pricing to four decimal places and identify the refiner's depot to be used. All invoices must include posted terminal price documentation from O.P.I.S. The Agency is tax-exempt for New Mexico gross receipts tax on tangible personal property and federal and state excise taxes on diesel fuel and DEF; the contractor bears sole responsibility for federal excise taxes.
The contract term is one year from the date of signed Agency approval, renewable annually for up to ten years with a maximum aggregate term not to exceed ten years. Awards will be made to the lowest responsive and responsible bidder and may be awarded to multiple bidders to ensure backup supplier availability. No bid security is required. Written questions are due July 24, 2026 at 5:00 p.m., with responses by July 27. Bid opening occurs July 30 at 2:00 p.m. via Microsoft Teams. The Agency anticipates awarding the contract on August 20, 2026.
