About this opportunity
The Colorado Energy Office, on behalf of the State of Colorado, is soliciting proposals under RFP EFAA 2027000067 for a single prime contractor to run database management and help center support for the Building Performance Colorado program, with proposals due by 5:00 PM on November 13, 2026. The listing carries a November 28, 2026 due date, which conflicts with the RFP. Written inquiries closed October 23, 2026. A SDVOSB contracting goal of 3% applies, and SDVOSB offerors must submit U.S. Small Business Administration certification documentation with their proposals.
The scope covers a secure, scalable database platform with integrated public-facing GIS mapping and a building owner portal, plus help center operations averaging 10,000 tickets annually and programmatic improvements to workflows, data validation, and system performance. The platform receives annual whole-building energy data from commercial, multifamily, and public buildings of 50,000 square feet or larger under HB 21-1286. Deliverables must meet WCAG 2.1 Level A and AA and PDF/UA standards, and accessibility acceptance is scored pass/fail. The awardee must hold an active SAM registration and Unique Entity ID, and must disclose any AI use in deliverables. Covered telecommunications equipment from Huawei Technologies or ZTE Corporation is prohibited.
The maximum budget is $750,000, with up to $600,000 on a time-and-materials basis and up to $150,000 tied to benchmarking compliance milestones of 60% and 80%. The initial term runs January 1, 2027 through December 31, 2027, with options to renew annually for up to four additional years, not to exceed five years total. Cost proposals go in a separate file labeled "COST FILE," and pricing remains firm for the initial term.
Evaluation uses a total value method weighing demonstrated experience and capabilities, pass/fail accessibility acceptance, work plan and roles, and cost proposal. Award goes to the responsible offeror whose proposal is most advantageous to the State. A public virtual proposal opening is set for November 16, 2026 at 9:00 AM, and an Intent to Award is anticipated for November 30, 2026.
