About this opportunity
Centralia Correctional Center, Illinois Department of Corrections, is requesting bids on eight categories of textile materials for manufacturing inmate clothing, blankets, shower curtains, mail bags, and correctional officer uniforms, with bids due September 17, 2026. The State prefers domestically manufactured products and may give preference to Illinois-manufactured goods.
The scope comprises white broadcloth (75,000 yards), black ripstop (15,000 yards), white poplin (10,000 yards), emerald green 1000 denier nylon (5,000 yards), Dacron batting (continuous rolls, unspecified quantity), #10 duck cotton fabric (5,000 yards), polyester mesh 60 inches (1,000 yards), and 54-inch tan vinyl ticking (10,000 yards). All fabrics must meet detailed technical specifications including weight, fiber content, thread count, colorfastness standards, and performance requirements. Vendors must submit fabric samples for approval by Centralia Correctional Center prior to full order shipment. Delivery occurs at 9330 Shattuc Road, Centralia, Illinois 62801, Sally Port operational hours Monday–Friday, 7:30 a.m. to 2:30 p.m., excluding state holidays, on an F.O.B. destination basis with all shipping costs, tariffs, and fees included in bid pricing.
The contract term runs from execution through June 30, 2027, with all materials required for delivery by that date. The State will enter the total contract price prior to execution. Award is granted to the lowest priced responsive and responsible bidder, with award by individual line item or group of line items as indicated in BidBuy.
Bids remain firm for 90 days from opening. Vendors must submit either a Vendor Disclosure form or IPG Active Registered Vendor Disclosure, along with applicable Business Enterprise Program or Veterans Small Business Program Utilization Plans; failure to submit renders the bid non-responsive. General commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate is required. A $15 administrative fee applies to any awarded contract of $1,000 or more, deducted from the first payment. Subcontractors with annual contract values exceeding $100,000 require prior written approval and must complete Illinois Standard Certifications.
