About this opportunity
Sacramento County and San Francisco City are soliciting bids for a comprehensive Bridge Repair Project involving critical infrastructure maintenance at two specific locations: Walerga Road over UPRR/Roseville Road and Elkhorn Boulevard over UPRR/Roseville Road. The project requires a Class A licensed contractor to furnish all necessary labor, materials, equipment, and perform incidental work including clearing, grubbing, roadway excavation, form placement, reinforcing steel installation, and gunite/shotcrete placement. Specific deliverables include water pollution control plan implementation, temporary high-visibility fencing, and roadway improvements with precise construction techniques like #3 rebar installation at 12-inch intervals. The bid submission deadline is May 1, 2025, at 2:00 pm, with electronic responses required through the Sacramento County Electronic Bidding Portal. The estimated construction cost is $300,000, with a contract duration of twenty (20) working days, and contractors must provide a bid guarantee of at least 10% of the total bid.
The procurement opportunity includes several non-discrimination and civil rights compliance requirements, particularly focusing on federal regulations outlined in FHWA-1273 and Title VI assurances. Contractors must adhere to California Air Resources Board (CARB) Advanced Clean Fleets regulations for vehicles over 8,500 lbs and comply with prevailing wage requirements and Department of Industrial Relations registration. The project mandates comprehensive liability insurance coverage, including $4 million in general aggregate and per occurrence limits, $2 million in automobile liability, and additional provisions for workers' compensation and pollution liability. Liquidated damages are set at $2,800 per day for delays beyond the prescribed working days. The contract will follow the 2024 Sacramento County Standard Construction Specifications and California Department of Transportation Standard Specifications, with potential penalties for non-compliance including contract termination, payment withholding, or suspension.
