About this opportunity
The Kentucky Transportation Cabinet is requesting bids for bridge maintenance and repair services across Highway Districts 1–8 and 10–11 under ten separate master agreements (one per district), with bids due September 11, 2026 at 2:00 PM Eastern Time through the Kentucky Vendor Self Service eProcurement system. Bidders must be prequalified by the Kentucky Transportation Cabinet's Division of Construction Procurement with a Certificate of Eligibility for work item E-1 (Bridges not more than 70 feet clear span) prior to bid closing, a mandatory qualification filter.
The scope encompasses comprehensive bridge maintenance and repair work including concrete patching, bearing replacement and lubrication, expansion joint replacement, deck cleaning and waterproofing, bridge overlays with asphalt, structural removal and excavation, railing installation, and traffic control and erosion control measures. Bidders must submit unit prices for various work items (per cubic yard, linear foot, square foot, square yard, pound, ton, each, or lump sum depending on category). All work must comply with Kentucky Transportation Cabinet Standard Specifications and project-specific supplemental specifications detailed in provided drawings and notes. Pricing includes adjustment mechanisms for asphalt, concrete, and steel materials based on monthly price indices compared to the September 2026 bid month; no price increases are permitted during the first twelve months, and subsequent increases require written justification and industry-wide cost documentation submitted 30 days in advance.
The initial contract period runs through September 30, 2027, with four optional one-year renewals at the Commonwealth's discretion. Bidders must select and bid on all line items within each chosen district and are not required to bid all districts. Minimum delivery order value is $25,000 unless mutually agreed otherwise, with work commencement required within 14 calendar days of receiving an official delivery order. Liquidated damages are assessed at 1 percent of delivery order value per calendar day for projects exceeding the agreed completion date. Vendors must maintain Commercial General Liability Insurance of at least $1 million per occurrence and $2 million aggregate, with the Commonwealth listed as additional insured, and remain on the KYTC prequalification list throughout the contract term. Three consecutive project declinations may result in contract cancellation and prohibition from rebidding.
