Services include a comprehensive range of bridge maintenance and repair work items such as concrete patching, bearing replacement and lubrication, expansion joint replacement, deck cleaning, bridge overlays, structural removal and excavation, railing system installation, and related traffic control and erosion control measures. Bidders must submit proposals for all line items within a selected KYTC District to be considered responsive, though they are not required to bid on all districts. The solicitation was issued on August 19, 2026, with bids due on September 11, 2026, at 2:00 PM Eastern Time. Online bidding only is required through the Kentucky Vendor Self Service (VSS) eProcurement system at https://vss.ky.gov. Bidders must be prequalified through the Kentucky Transportation Cabinet's Division of Construction Procurement with a Certificate of Eligibility for work item E-1 (Bridges not more than 70 feet clear span) prior to bid closing.
Pricing for services will be on a unit price basis for various work items including per cubic yard, per linear foot, per square foot, per square yard, per pound, per ton, per each, and lump sum arrangements depending on the specific service category. The solicitation includes price adjustment mechanisms for asphalt, concrete, and steel materials based on monthly price index comparisons to the September 2026 bid month, calculated and submitted by the vendor with project invoices. No price increases are permitted during the first twelve months of the contract; subsequent increases require written justification and industry-wide cost documentation submitted at least 30 days in advance. Price decreases must be reflected immediately upon notification. The minimum value for any delivery order is $25,000 unless mutually agreed otherwise, with work commencement required within 14 calendar days of receiving an official delivery order.
