About this opportunity

The Kentucky Transportation Cabinet is requesting bids for bridge maintenance and repair services on FHWA Emergency Relief–eligible work across Highway Districts 1–12, divided into three regional groups, with bids due September 11, 2026 at 14:00 Eastern Time. This is an Indefinite Delivery/Indefinite Quantity master agreement requiring prequalification by KYTC's Division of Construction Procurement for work item E-1 (bridges not more than 70 feet clear span) prior to bid closing and ongoing throughout the contract term.

Bidders must submit unit-price bids for all 94 line items within each selected region (Western Region Districts 1–4, Central Region Districts 5–8, or Eastern Region Districts 9–12) to be considered responsive; bidding all three regions is optional. Work encompasses concrete repair and sealing, structural steel and reinforcement, bearing replacement, joint sealing and expansion-joint work, deck drainage retrofit, erosion control, railing systems, pavement striping, traffic control, and carbon-fiber-reinforced-polymer (CFRP) wrap application. Payment is based on unit rates per square foot, linear foot, cubic yard, each, or pound, depending on work type. Mobilization is paid at 5 percent of delivery order value; demobilization at 1.5 percent or $1,000, whichever is greater. The minimum delivery order value is $25,000 unless mutually agreed otherwise.

Contractors must comply with Davis Bacon Act prevailing wage rates; Kentucky Transportation Cabinet 2026 Standard Specifications for Road and Bridge Construction; Buy America provisions under 23 U.S.C. Section 313; and the Build America Buy America Act. Work must begin within 14 calendar days of receiving an official delivery order. Liquidated damages are assessed at 1 percent of delivery order value per calendar day for delays beyond the agreed completion date. Asphalt price adjustments are calculated monthly using the Kentucky Average Price Index when liquid asphalt prices fluctuate more than 5 percent. Contractors must carry commercial general liability insurance with minimum limits of $1 million per occurrence and $2 million aggregate, plus automobile liability insurance where applicable. Online submission through Kentucky Vendor Self Service (https://vss.ky.gov) is mandatory. Federal Highway Administration funds the contract.
