The scope involves installation of 20 new 10-ton condensing units with accompanying air handlers equipped with cooling coils and gas duct heaters across five dormitory buildings (H Building A and B, K Building E and F, and G Building G), removal of existing heat-only air handling units, installation on concrete pads, and new electrical infrastructure including panels, wiring, conduit, and breakers connected to existing emergency panels. Spare parts must include one 10-ton condensing unit, two compressors, four condenser fan motors, and manufacturer-recommended maintenance items. A Quality Control Manager must be on-site at all times during work, and the contractor must provide a Storm Water Pollution Prevention Plan if one or more acres will be disturbed. Work must be staged to maintain facility operations throughout construction, with offender relocation and equipment shutdowns coordinated with TDCJ.
The estimated budget is $3.196 million as a lump-sum cost proposal with separate line items for materials incorporated into realty, labor, and overhead and profit. Performance and Payment Bonds in the full contract amount are due within 14 days of award. The contract performance period is 240 calendar days from issuance of the Notice to Proceed, with mobilization within 30 days and work commencement within 45 days. Liquidated damages are assessed at $470 per day for failure to complete within contract time. A 5% bid deposit is required, payable as liquidated damages if the contractor fails to execute the contract and provide required bonds and insurance within 14 days of award. All contract construction workers must undergo background checks and comply with facility security measures and Standards of Conduct requirements. Questions are due August 10, 2026.
