About this opportunity

Dallas Area Rapid Transit Authority (DART) is seeking a blanket purchase order (BPO) for State Fair Campaign Print services in 2025, specifically soliciting a print vendor to produce comprehensive marketing materials for transit advertising. The procurement requires large format digital printing services for multiple transit-related items, including 60 bus exterior vinyl graphics (30 Kings size and 30 Ultra Headliners), 6 corner markers on milk plex plastic, 14 windscreens on coroplast or styrene, 500 bus interior cards, and 160 rail interior cards. All print materials must be produced with 4/0 digital printing using UV inks and include both English and Spanish versions. Key vendor qualifications include 100% scheduling control of the printing facility, performing at least 50% of work on their own equipment, ability to work with MAC Adobe Creative Cloud files, and capability to provide 24-hour color proof turnaround. The solicitation was posted on August 18, 2025, with proposals due by August 27, 2025, and all printed materials required for delivery by September 2, 2025. Vendors must submit comprehensive cost estimates covering prepress, proofs, substrates, inks, press time, shipping, staffing, and fulfillment.

While no specific set-aside designations were explicitly mentioned, the solicitation suggests potential vendor preferences with four recommended print providers: Vector Media, Blanks Printing, DMR, and Signarama. DART will operate under tax-exempt status for Texas state and local sales taxes, with invoicing processed through their accounts payable portal system. The purchase order will be governed by DART's standard terms and conditions, which include Net 30 payment terms and specific invoice submission requirements. Vendors must provide invoices with detailed information including purchase order number, item descriptions, quantities, and unit pricing. The contract includes provisions for termination for default if delivery schedules are not met, and all disputes will be resolved under Texas state law with venue in Dallas County. While no specific budget range was provided, the comprehensive printing requirements suggest a moderate-value contract focused on high-quality, multilingual transit marketing materials for the 2025 State Fair campaign.
