About this opportunity

The Dallas Area Rapid Transit Authority (DART) is issuing a Blanket Purchase Order (BPO) for rebuilt coin validators, specifically Guardian 6000 XL D28013-0001 units identified as DART stock item 40-300-011. This procurement encompasses repair, upgrade, and rebuild services for malfunctioning Coinco Guardian 6000 and Guardian 6000 XL coin validator equipment, with DART sending units to the contractor in batches not exceeding 20 units per shipment. The contractor must be an established Coinco repair facility with a minimum of five years of experience repairing Coinco equipment and current access to OEM replacement parts, with all repair personnel required to have at least one year of Coinco repair experience under direct supervision of someone with three years of experience. Deliverables include repair services to be completed within 21 days of receipt and upgrade services completed within 31 days, with all units requiring replacement of broken or malfunctional parts with new or refurbished parts meeting OEM standards, bench testing, and configuration to DART specifications for coin tube positioning prior to return shipment. The BPO calls for a quantity of 100 units on an extended price basis with a 12-month base performance period, structured as a flat rate per unit for both repair and upgrade services. Pricing must reflect FOB Destination shipping terms with all freight costs included, and the contractor must provide a six-month warranty on all work including free parts replacement and return shipping for covered failures. The proposal due date is May 6, 2026, with a required site visit that bidders must attend and sign in to be considered responsive, and all pricing submissions must be made through the Bonfire platform.

The solicitation does not identify any set-aside designations or restrictions limiting participation to specific enterprise types such as disadvantaged, minority-owned, women-owned, or small businesses. No incumbent vendors or current contractors are listed in the available documentation. Bidders must comply with DART's standard purchase order terms and conditions, including certification of non-affiliation with foreign terrorist organizations and non-boycott of Israel commitments, with all disputes governed by Texas law and resolved through the Contracting Officer with appeal rights to the Authority. Payment terms are Net 30 from the later of invoice receipt or order receipt date, with invoices submitted in triplicate to APInvoices@dart.org containing complete purchase order and line item details. The contractor bears all transportation costs in both directions under FOB Destination terms and must be prepared to provide quotes for accelerated delivery within one business day of the Contracting Officer's written request. The specific award value or budget range for this BPO is not disclosed in the available solicitation documents.
