About this opportunity

Jefferson County, Colorado, through the Rocky Mountain Metropolitan Airport (RMMA) located in Broomfield County, is seeking a contractor to replace the Airport Terminal Building's boiler, pumps, and associated equipment. The project requires a comprehensive replacement of the existing heating infrastructure, with critical deadlines mandating completion before October 1, 2025, as the current boiler serves as the sole heating source for the building. A mandatory pre-bid conference is scheduled for June 23, 2025, at 11:00 a.m., with bid submissions due on July 10, 2025, at 11:00 a.m. through the Rocky Mountain E-Purchasing System. Bidders must submit written questions by June 26, 2025, at 11:00 a.m. and provide a detailed qualifications questionnaire including company background, organizational history, licensing, references, equipment inventory, and subcontractor details. The evaluation will be based on best value, considering the base bid amount, performance period, and bidder qualifications. The project involves removing existing equipment, installing new boilers and pumps, completing necessary electrical work, and ensuring full operational status with manufacturer's representative start-up.

The procurement opportunity is open to vendors with an active SAM.gov registration and Unique Entity Identification (UEI) number, with potential opportunities for cooperative purchasing across local government agencies. Bidders must provide comprehensive insurance coverage, with Jefferson County named as an additional insured, and comply with federal contracting requirements including Title VI civil rights provisions. The project emphasizes using Colorado labor and meeting local and federal regulatory standards, with potential preferences for disadvantaged business enterprises. For contracts exceeding $50,000, payment and performance bonds will be required. While specific budget details are not explicitly stated, the project involves substantial mechanical and electrical infrastructure replacement, with technical specifications indicating a comprehensive scope of work. The county reserves the right to reject any or all bids and make awards based on factors beyond the lowest price, with a focus on ensuring the airport's heating system is fully operational before the onset of cold weather.
