About this opportunity
The Colorado Department of Corrections is requesting documented quotes for boiler chemicals and treatment services at Fremont Correctional Facility in Canon City, with quotes due September 4, 2026, and a mandatory site visit on August 26, 2026, at 10:00 a.m.
The scope covers boiler water treatment, laboratory testing, and technical support for three Cleaver-Brooks steam boilers, including monthly chemical treatment (sodium sulfate air scavenger, polyamine treatment, phosphate scale inhibitor, and trisodium phosphate), water testing supplies and reagents, monthly laboratory analysis, Material Safety Data Sheets, and technical training from certified service representatives. Services must be scheduled monthly on a pre-arranged basis with 24-hour response capability for emergency calls. Pricing must be itemized and all-inclusive (no additional shipping, surcharges, or taxes). All pricing remains firm during the initial purchase order term, though CDOC reserves the right to consider annual increases not exceeding 2.5% per fiscal year with mutual agreement.
The initial purchase order term runs September 11, 2026, through June 30, 2027, with options to renew for up to four additional one-year periods, contingent upon fund appropriation and availability at CDOC's sole discretion. Award will be made to the responsible bidder whose acceptable quote is determined most advantageous to CDOC, with price as the primary consideration followed by sample quality and lead time.
All bidders must be registered with CORE and Bidnet Direct and submit responses electronically through Bidnet Direct only. Required exhibits include Statement of Work, Required Bidder Information, W-9, Price Quote, Contract Performance attestation, Non-Conflict of Interest declaration, and Consent to Search form. All awarded contractors must pass enhanced criminal background investigations, comply with facility security requirements, provide proof of Good Standing with the Colorado Secretary of State, and submit certificates of insurance (with Commercial General Liability minimum $1,000,000) before Purchase Order execution. Written inquiries are due August 28, 2026, by 2:00 p.m., with Notice of Intent to Award estimated for September 9, 2026.
