About this file

This is a Statement of Work and Specifications document issued by the Colorado Department of Corrections (CDOC) for boiler chemicals and treatment services at Fremont Correctional Facility (FCF). CDOC is seeking qualified bidders to provide comprehensive boiler water treatment services on-site, including maintenance of water chemical levels, implementation of corrosion and scale prevention programs, monthly water testing, and technical consultation. The facility operates three Cleaver-Brooks steam boilers with varying capacities and specifications, requiring treatment for the boiler system, condenser, condensate, cooling tower, and chiller water. Services must be scheduled monthly on a pre-arranged basis and must include response capability within 24 hours for emergency calls. A mandatory site visit is scheduled for 10:00 a.m. on August 26, 2026, which all interested bidders must attend. The deliverables include specific water treatment chemicals (such as sodium sulfate air scavenger, polyamine treatment, and phosphate scale inhibitor), testing supplies, reagents, monthly laboratory analysis reports, Material Safety Data Sheets, and technical training and support from certified service representatives with expertise in water treatment systems.

Pricing shall be submitted on an itemized basis and is considered all-inclusive with no additional shipping, surcharges, or taxes payable by CDOC. All pricing must remain firm during the purchase order term, though CDOC reserves the right to consider annual price increases not exceeding 2.5% per fiscal year with mutual agreement. Invoices must be submitted via email to the CDOC Accounts Payable office within 15 business days of service completion each month. Bidders must meet specific requirements including Colorado Secretary of State registration, background check clearance for all personnel entering the correctional facility, and submission of all required exhibits (A through G). Any vendor failing to deliver services on three separate occasions within the agreed timeframe may be deemed non-responsible and disqualified from future CDOC solicitations for three years or indefinitely. Brand names provided are intended to establish quality standards, and equal specification products may be submitted with appropriate approval and samples if required.
