The scope encompasses monthly water treatment and testing for a hydronic boiler system, chiller water, and cooling tower water at the facility's two Cleaver Brooks CB200-250 boilers and one CB200-300 boiler (built in 1990) and two Daikin chillers (installed in 2014). Services include scheduled monthly visits on a prescheduled basis, with capability to respond to urgent calls within 24 hours. Deliverables include closed-circuit and cooling tower inhibitor, bromine tablets, Dixchlor 10%, sulfuric acid, chlorine, phosphate chemicals, cooling tower treatment, Material Safety Data Sheets, laboratory analysis reports, and technical training. Bidders must submit itemized all-inclusive pricing (no shipping surcharges or taxes); per diem, lodging, and travel reimbursement are not authorized. All technicians must pass background checks to work at the correctional facility and complete enhanced criminal background investigations within 30 days of award notification. A mandatory site visit at 49030 State Highway 71, Limon, Colorado 80826 is required.

The anticipated contract term is one year beginning August 18, 2026, with potential renewal for up to four additional one-year periods, not to exceed five years total, at CDOC discretion and subject to available funding. Pricing must remain firm during the initial contract term; annual increases in subsequent years are not to exceed 2.5% by mutual agreement. Award will be made to the responsible bidder whose acceptable quote is most advantageous to CDOC, with price as the primary consideration, though sample quality and lead time may factor into evaluation. Notice of Intent to Award is estimated for August 13, 2026. Contractors must maintain commercial general liability insurance of $1 million each occurrence, workers' compensation insurance, and professional liability insurance of $1 million each occurrence/$2 million general aggregate, with all carriers rated A.M.
