About this opportunity

The County of Volusia, Florida, through its Habitat Conservation Plan (HCP) Sea Turtles program, is issuing Request for Quotation 26-Q-85LS for a competitive bid solicitation of a one-time purchase of a complete shallow-draft skiff package consisting of a new fiberglass boat, outboard motor, and aluminum trailer. The procurement seeks a 16- to 20-foot flat-bottom or modified-V fiberglass skiff with a draft not exceeding 12 inches, capacity for at least four persons, integral storage compartments, seating for three persons with cushions, a center or side console with mechanical or hydraulic steering, and a Bimini top or canopy; a new 4-stroke gasoline outboard motor with minimum 50 horsepower, power tilt and trim, and electric start; and a new aluminum trailer equipped with a winch, tongue jack, LED lighting compliant with DOT requirements, safety chains, properly rated tires, a spare tire and wheel, and USCG-compliant navigation lights. The package must be fully assembled, tested, and ready for operation in coastal and inland waters, with preferred brand specified as Carolina Skiff or approved equivalent, and delivery FOB to 1270 Indian Lake Road, Daytona Beach, Florida, with all manufacturer warranties registered to the Agency. Vendors may bid on one or all three boat package sizes (16-foot, 18-foot, or 20-foot), and bidders must submit questions by May 6, 2026, with proposals due electronically through the County's eProcurement Portal by May 20, 2026, at 3:00 p.m. Evaluation will be based on lowest responsive and responsible bidder considering total cost and best interest of the County, with award of a one-year initial Master Agreement term with possible renewal for subsequent one-year periods upon mutual written agreement. Required qualifications include proof of insurance with specific coverage limits, W-9 form, Florida Department of State Division of Corporations registration, references, E-Verify employment verification, drug-free workplace certification, human trafficking attestation, scrutinized companies certifications, and public entity crime attestations.

Local preference applies to respondents with a documented permanent location in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County for at least six months prior to solicitation closing, offering a preference of up to three percent of the total price or up to five percent if both prime contractor and subcontractors qualify. All respondents must comply with comprehensive County requirements including maintaining commercial general liability insurance on an occurrence basis with $1,000,000 per occurrence and $2,000,000 general aggregate limits, naming the County of Volusia as certificate holder with thirty days' written notice of cancellation or material change, and must provide certification that they do not use coercion for labor or services as defined under Florida Statute Section 787.06. The contract is governed by Florida law with venue in Volusia County, with payment terms established at Net 45 days from receipt of correct invoice or delivery of products and title passing upon receipt, inspection, and acceptance by the County. The total procurement budget cannot exceed $50,000 for the complete boat, motor, and trailer package with all associated costs including freight FOB destination included in the bid price, with extended warranties explicitly excluded from pricing. Optional items such as a canvas boat cover and marine VHF radio may be priced separately but will only be purchased if budget allows, and no incumbent vendors or current contractors are identified in the solicitation documents.
