About this opportunity

The Texas Health and Human Services Commission is requesting proposals for virtual future planning training services for the Blind Children's Vocational Discovery and Development Program under RFP HHS0016430, with proposals due March 3, 2026 at 10:30 a.m. Central Time. A Historically Underutilized Business (HUB) Subcontracting Plan is mandatory for all respondents; responses lacking a completed and compliant plan will be rejected without further evaluation. The 21.1% HUB utilization goal applies, with five methods available to demonstrate good-faith effort.

The contractor must deliver a minimum of 16 English-language and 8 Spanish-language training sessions annually (four per State fiscal quarter for English; four per six-month period for Spanish) to participants up to age 22 and their parents or guardians who are Texas residents. Sessions run one to two hours and must occur during business hours (Monday–Friday 9:00 a.m.–5:00 p.m.), after-business hours (Monday–Friday 5:00 p.m.–9:00 p.m.), or Saturday (9:00 a.m.–5:00 p.m.), completed within three months of the first session each fiscal year. The contractor develops and maintains an ADA-compliant registration website, manages sign-in documentation, limits sessions to 20 participants, and delivers content addressing future planning (including financial planning, program options, housing), guardianship, ARD processes, individualized education plans, and assistive technology. All training materials and hosting platforms must comply with ADA, WCAG, and Section 508 standards.

The contract value is approximately $80,000 annually, with firm pricing throughout the three-year initial term. Optional extensions of up to two additional years are available, plus one potential one-year operational option. Respondents must demonstrate at least two years in business or executive management experience providing individualized training plans for persons with disabilities, one year of future planning training experience for individuals with multiple disabilities, and financial solvency with a minimum VPTS score of "C."

Evaluation criteria weight Qualifications and Experience at 40 percent, Project Work Plan at 30 percent, and Cost at 30 percent. The pre-proposal conference was held February 5, 2026; questions were due February 6 with answers posted February 13. Award is anticipated in June 2026 with a September 2026 contract start.
