About this opportunity
Mt. San Antonio Community College District is procuring electrical renovation services for Building 26A through an Invitation for Bid (IFB) process in Los Angeles County, California. The scope of work includes removal and installation of new lighting fixtures, exit lights, lighting controls, and conduit extensions across five classrooms, with the electrical contractor required to coordinate activities with the general contractor, audiovisual contractor, and flooring vendor according to a construction schedule provided by the project manager. Bidders must possess a current California Contractors License with C10-ELEC classification and be registered with the Department of Industrial Relations. The project has an estimated Engineer's Base Bid value of $80,000 plus an $8,000 allowance, totaling $88,000, with a contract duration of 46 calendar days commencing June 16, 2026, and concluding August 19, 2026. Key deadlines include a mandatory job walk on February 19, 2026, at 8:00 AM; bid questions due by February 27, 2026, at 2:00 PM; electronic bid submission via Mt. SAC's eProcurement Portal by March 13, 2026, at 2:00 PM; and Board of Trustees contract award consideration on March 20, 2026. Bid security of ten percent of the total bid price is required in the form of cash, certified check, or bid bond, and contractors must maintain comprehensive insurance coverage including Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Employers Liability Insurance of $1,000,000, Automobile Liability Insurance of $1,000,000, and Workers Compensation Insurance at statutory limits. Liquidated damages are assessed at $750 per day for failure to achieve final completion within the contract time.
The District has established a three percent Disabled Veteran Business Enterprise (DVBE) participation goal, requiring bidders to demonstrate good faith efforts to achieve this threshold through active solicitation, documentation, and reporting or to provide final DVBE utilization reports at project closeout. This procurement is subject to prevailing wage requirements under California Labor Code 1773 and Community Workforce Agreement obligations with the Los Angeles/Orange Counties Building and Trades Council, mandating compliance with established prevailing wage rates, fringe benefits, and labor relations guidelines applicable to union workers. Contractors and all subcontractors must execute binding agreements to the Community Workforce Agreement terms, maintain local resident employment goals prioritizing workers within the College service area, and comply with apprenticeship ratio limitations of up to 30 percent per craft. Required certifications include non-collusion declarations, workers' compensation insurance verification, drug-free workplace certification, and Iran Contracting Act compliance for applicable proposals. Performance and labor and material payment bonds equal to 100 percent of the contract price are required prior to work commencement. Working hours are restricted to 7:00 AM to 4:00 PM, Monday through Friday, unless otherwise directed by the Project Manager, and the District reserves the right to reject any or all bids and waive irregularities in the bidding process.
