About this opportunity
Gwinnett County Board of Commissioners is requesting sealed bids for on-call electrical repair, preventative maintenance, and installation services across county facilities under ITB BL143-26, with bids due October 19, 2026 at 2:50 p.m. local time and a pre-bid conference on October 1, 2026 at 10:00 a.m.
The contract divides scope into two parts: Part I covers preventative maintenance and time-and-material repairs for all county departments except the Department of Water Resources; Part II B covers time-and-material services exclusively for DWR industrial facilities. Services span over 300 county facilities including police precincts, fire stations, courts, detention facilities, parks, libraries, and water/wastewater treatment plants. Preventative maintenance tasks include lightning and ground protection, automatic transfer switch maintenance, main breaker and switchgear servicing, and transformer upkeep, with maintenance frequencies specified as annual or triennial by facility. The contractor must hold a current Georgia Class II unrestricted electrical contractor license, employ a minimum of six licensed electricians, maintain ten fully stocked service vehicles, and respond to emergency calls within two hours and non-emergency calls within two business days.
Compensation under Part I is set fees for preventative maintenance with estimated annual material costs of $261,713.28 and subcontracting capped at $52,000 annually. Part II uses time-and-materials pricing with hourly rates for Master Electrician, Journeyman Electrician, and Electrician Helper (regular, overtime, and trade-holiday hours), fixed trip charges per service call, and material allowances with markup not to exceed ten percent and estimated annual costs of $1 million. The contract term is one year with four additional one-year renewal options. All successful bidders must maintain A.M. Best insurance ratings of A-7 or higher, provide detailed cost estimates for work exceeding $3,000, submit service reports within four business days, and provide one-year warranty coverage. Pricing must remain firm for the initial contract term; renewal percentage adjustments require explanation. The County reserves the right to reject any or all bids, negotiate with the lowest responsive responsible vendor, split awards, or award in entirety.
