About this opportunity

The Gwinnett County Board of Commissioners is soliciting competitive sealed bids for the Library Administration Headquarters Renovation Project (BL016-26), a comprehensive interior and exterior renovation of the existing Lawrenceville Library facility located at 1001 Lawrenceville Highway, Lawrenceville, Georgia. The project scope includes renovation of existing and construction of new office space, flat roof replacement, HVAC system upgrades with nine rooftop units and multiple fan-powered terminals, fire suppression system installation with clean agent technology for critical IT and MDF rooms, plumbing renovations including new water heating systems, electrical system upgrades with panelboard replacements, LED lighting conversion, audio-visual system installations, and parking lot rehabilitation via mill and overlay with asphalt resurfacing, as well as installation of a natural gas generator. The renovation will be executed in two phases to maintain building operations, with phased mechanical system work coordinated to maintain IT network functionality throughout construction. Sealed bids must be received by the Gwinnett County Purchasing Division at 75 Langley Drive, Lawrenceville, Georgia by 2:50 P.M. on January 16, 2026, with public opening at 3:00 P.M. via WebEx. A mandatory pre-bid conference is scheduled for 10:00 A.M. on December 22, 2025 at the project site, with an additional mandatory site visit on January 8, 2026 at 10:00 A.M. including roof access. Bidders must submit written questions by 3:00 P.M. on January 5, 2026 to Jake Scarpone, CPPB at Jake.Scarpone@GwinnettCounty.com. Required contractor qualifications include a minimum of five years documented experience for roofing work, NICET Level III certification for fire alarm technicians, and factory certification from equipment manufacturers for all installers. All bids must include acknowledgment of Addendums 1 and 2, and award will be made to the lowest responsive and responsible bidder, with liquidated damages set at $1,000 per day for project completion delays.

Gwinnett County personnel currently occupying the facility include Gwinnett Clean & Beautiful (12 employees), Solid Waste (12 employees), Internal Audit (10 employees), and Department #4 (8 employees), with their relocation noted as a potential Phase 2 change order item. The procurement contains no specific set-aside designations for disadvantaged enterprises, though firms currently on the Gwinnett County ineligible source list are prohibited from submitting bids. Bidders must submit one unbound original and two copies of their bid proposal, accompanied by a five percent bid bond, and the successful contractor will be required to provide 100 percent payment and performance bonds as well as an insurance certificate meeting specified requirements, with all surety and insurance companies maintaining an AM Best rating of A-10 or greater and proper Georgia licensing. All non-friable asbestos-containing materials identified during the limited asbestos survey conducted on January 8, 2026 tested negative for regulated asbestos concentrations, eliminating asbestos abatement requirements. The contract was awarded to Multiplex, LLC (3505 Koger Blvd, STE 210, Duluth, Georgia 30096) on March 4, 2026 in the amount of $5,273,000.00, representing the second-lowest bid among thirteen submitted proposals that ranged from approximately $5.0 million to $6.9 million. The base bid includes a $300,000 allowance for owner-directed work such as monument signage, moving services, additional scope items, unforeseen conditions, and owner-selected materials, with unused portions credited back to the owner.
